A Study Of RDT(Research,Design,Translation) Functional Platform Performance Evaluation From The Perspective Of Social Impact

Faced with the increasingly competitive tech-oriented global market,innovation becomes a core drive for countries to maintain their trade advantages and enhance their national power.In April 2016,for the first time,Shanghai has proposed the construction of Shanghai RDT(research,design,translation)Functional Platform,abbr.SRDTFP,and an aim as to further enhance the level of Shanghai's technological innovation,seek new impetus to transform its economic development mode,and make Shanghai become a scientific innovation hub with worldwide impact.SRDTFP requires great amount of government investment at its construction and early-running stage.It would be necessary to evaluate the whole performance of SRDTFP in a reasonable manner to insure the platform would successfully complete its mission and the whole project would fulfill the requirement of maximizing the social effect of public finance as the public gives more attention about the allocation performance of public finance.However,SRDTFP is a complexity consisted of various parties,like government,universities,institutes,enterprises and VCs.It integrates the open cooperation of science and technology resources,R&D innovation and industrialization.The collaborative innovation of industry,universities,and research institutions is highly integrated.SRDTFP not only contributes to the public welfare in scientific area,but also bears a mission to improve the basic tech R&D capability and highly increase the industries' competitiveness.SRDTFP is a complexity consisted of various parties who have differences in resources,needs and contributions on matters like resources investment,R&D input and products output about this project at different stages(construction,early-building,maturity)in its whole life span.In the view of social impact,considering the features of SRDTFP,this article tries to establish a framework for this project subject to the theory of interests parties and of resources reliance.The framework matches those features on translation,integration and processions areas and outlines the needs,contributions,performance and the eventual social impact of different interest parties at different stages in the whole project life span.The black box opens and resources input successfully translates into social impact.SITRI,as a model of SRDTFP,is dissected here in the method of conversation and case analysis would offer a fresh picture about how such a SRDTFP works and what kind of dilemmas it faces in real operational process.Based on that,designing a performance evaluation plan for SITRI would help it calculate the periodic input,output and social impact.And different parties' contributions could also be reasonably assessed.Furthermore,the inner performance units of SITRI could also be evaluated nicely.The author of this article hope this research would offer some useful information to some similar research about SRDTFP.
