In the new urbanization with the core of human beings,the orderly promotion of the citizenization of the agricultural transfer of the population is of great importance.Now the citizenization is no longer the simple household registration transformation in the past,but also the transformation of occupation,the change of concept,the recognition of urban life and the enjoyment of urban public service.With its rich connotation,the citizenization has brought great costs to the transfer of the population itself and to the inflow of the government.In this paper,through the collection of data,calculate the 2011-2016 Xinjiang citizens of the agricultural population transfer costs,including the cost of city life,housing costs,the cost of social security and city infrastructure construction costs,and according to the exponential smoothing method to calculate the cost of the transfer of agricultural population in 2020 in Xinjiang residents.To the public a reasonable cost sharing in 2020,based on the stakeholder theory,the sharing body including central government,local government,enterprises and the transfer of the agricultural population itself,in the collaborative theory,makes clear the subject should cooperate,share the costs of the public.Then combined with the actual Xinjiang financial situation,put forward to the central government transfer payment for share based,local governments take the initiative to assume the cost of public services and basic security,enterprises take the initiative to share the transfer of agricultural population in employment and social security costs,the transfer of the agricultural population of people and families take part in the market mechanism,social organizations to share complementary.Finally,according to the principle of "sharing the key points with different subjects",we put forward some pertinent suggestions,which help to clarify the responsibilities of all sides and promote the citizenization process of Xinjiang's agricultural transfer population and accelerate the pace of new urbanization in Xinjiang. |
