Study On Cost Estimation And Sharing Of Citizenization Of Agricultural Transfer Population In Anshan City Under Urbanization

Under the background of promoting new urbanization in an all-round way and focusing on human urbanization,the special social group of agricultural population transfer has become the focus of attention in the process of agricultural population transfer from rural to urban areas.In the process of urbanization,the transfer of population from agriculture not only needs to undergo the transformation of their own identity,but also needs to obtain the same status,treatment and welfare security as urban residents.In order to realize the above process,besides the necessary system and policy as guarantee,it also needs a certain amount of funds as support,that is,the cost of citizenization.Firstly,this paper defines the research background and connotation of the theory of"agricultural transfer population citizenization",expounds the concepts of the cost and cost sharing of agricultural transfer population citizenization,and introduces relevant research theories.There are already relevant cost studies in our country,but most of them are concentrated in units at or above the national or provincial level.By using literature analysis method,this paper collates existing research and combines them.Based on the survey data of 186 agricultural transfer population,this paper describes the current characteristics of the citizenization of Anshan agricultural transfer population by combining qualitative and quantitative methods,and analyses the restrictive factors.Secondly,from the perspective of the urban survival of the main body of agricultural transfer population,combined with previous scholars' research results and the corresponding national policies,it determines the composition of the cost of agricultural transfer population in Anshan,which is mainly divided into three aspects:public cost,enterprise cost and personal cost.The cost expenditure of the government,enterprises and individuals is estimated by the method of classification and summation.It is found that the total cost of citizenization of agricultural transfer population in Anshan City needs about 1 10,000 yuan,of which the highest proportion is housing cost(38.03%)and housing security cost(21.92%).Thirdly,we construct the stakeholder function of the govermment(central and local),enterprises,and individuals who transfer population from agriculture,and analyze the stakeholders to get the factors that affect the cost-sharing benefits of the stakeholders.Based on the dynamic game theory,the Nash equilibrium matrix of the mixed strategy of two-game between stakeholders is constructed,and the optimal equilibrium solution in the process of cost sharing of the citizenization of agricultural transfer population is obtained.Then a dynamic game model of cost sharing is established for all stakeholders,and Nash equilibrium solution is obtained by inverse induction.The result shows that only when the game players adopt the strategy of active citizenization,can Pareto efflciency reach its optimal state.Finally,starting from the point of view of cost sharing of citizenization,this paper constructs the general framework of cost sharing,puts forvard specific implementation plans,and gives them guaranteed suggestions from the aspect of funds.
