A Study On The Cost Sharing Of Transferring Agricultural Population In Taishan District Of Tai'an City

Forty years of reform and opening up have made great changes in China's vicissitudes.In the course of 40 years' reform,China has made great achievements.The scale of cities is expanding.The new urbanization strategy is advancing steadily.There is no doubt that the starting point and ultimate goal of the new urbanization construction is to realize the urbanization of human beings.The citizenization of agricultural transfer population is not the same as simply changing the household registration.What is more important is to realize identity,economic foothold,social acceptance,cultural blending and so on.At present,the process of urbanization of agricultural transfer population in China is relatively slow.Besides the restriction of system,social and cultural factors,the fundamental reason is that the cost of urbanization of agricultural transfer population is higher,but the government can not afford it at present.Therefore,it is necessary to solve the problem of cost constraints after the transfer of agricultural population into cities by studying the innovation of system and mechanism.At present,there are relatively few studies on the cost estimation and sharing mechanism of Citizenization in the relevant fields in China,and mainly concentrated in the large cities with a large number of migrants.There are few studies on small and medium-sized cities,such as Tai'an,where the landless peasants are the main ones.By reasonably calculating the cost of urbanization of agricultural transfer population in Taishan District and constructing an effective sharing mechanism,we can provide an effective way to solve the problem of urbanization of agricultural transfer population in Taishan District.This paper defines the concept of urbanization of agricultural transfer population by combing the literature at home and abroad,analyzes the influencing factors,cost composition and sharing mechanism of urbanization of agricultural transfer population in China,and combines the theory of labor migration and co-governance,and selects samples from the structure and employment situation.The six aspects of the rights and interests protection and so on have analyzed the present situation of the agricultural transfer population in Taishan district.The cost is divided into public cost and private cost.The public cost includes the cost of urban infrastructure construction,the cost of education for migrant children,the cost of social security(pension insurance,medical insurance,the minimum cost of living security for residents),and the cost of affordable housing.Private cost includes living cost,housing cost,personal social security cost and opportunity cost.By summing up the two costs,the final calculation result is 242 thousand yuan.On the basis of the calculation results,a sharing mechanism involving governments at all levels(central and local),enterprises,agricultural migrants themselves and other social organizations should be established.Specifically,the cost of urban infrastructure,education and affordable housing in the public cost are jointly borne by governments at all levels;the cost of social security is mainly borne by the government and supplemented by employers;the highest proportion of housing costs in the private cost is mainly borne by individuals and effectively supplemented by the government.Private costs(living costs,opportunity costs,personal social security costs)are borne by the agricultural migrants themselves;other social organizations make useful supplements to the cost of each.
