At present,financial reform has entered a new era.The continuous adjustment of economic structure has exacerbated the exposure of various types of risks,overcapacity industries,ecological environment,real estate market fluctuations,government financing platform business,and risk spread of small and medium-sized enterprises' guarantor circle have made commercial banks' risk management face enormous challenges.In the current situation,adopting effective internal control methods not only helps the normal operation of the banking system,but also helps commercial banks to improve their core competitiveness.Therefore,accurately identifying and grasping the uncertainties arising from the development of commercial banks and adopting effective measures to establish and improve their internal control systems have clearly become an urgent issue to be resolved.This article takes the main research object of the Bank of Communications HN branch score behavior,and studies and studies the current internal and external academic theories of commercial banks and the internal control evaluation theory of commercial banks.Understand the research status at home and abroad,use fuzzy evaluation methods,evaluate its internal control,and design its improvement plan.On this basis,this article uses a case analysis method to analyze the problems and causes of internal control management of Bank of Communications HN branch.The measures for improving the internal control system of Bank of Communications HN branch were proposed in order to continuously improve the level of internal control and provide guarantees for long-term business development.The main body of the full text is divided into five parts.The first part describes the development and current status of the internal control theory of domestic and foreign commercial banks,and the Basel Committee's theory on internal control assessment of commercial banks,etc.The second part introduces the current situation of the internal control of Bank of Communications HN Branch and analyzes the problems and causes of its internal control.The third part adopts a comlbination of qualitative and quantitative methods to design the indicators of the comprehensive evaluation system for internal control to be qualitative and quantitative.The weighting of qualitative indicators is based on the expert scoring method.The data processing is based on the principle of fuzzy evaluation.The quantification of deviations is used to design the weights of quantitative indicators.An internal control evaluation system is established to evaluate the internal control of Bank of Communications HN branches.In the fourth part,in combination with the actual situation of Bank of Communications HN branch,we designed an improvement plan for internal control evaluation of Bank of Communications HN Branch.The fifth part adopts the macro-micro-combination approach to promote and improve the basic ideas for the internal control of Bank of Communications HN Branch.It proposes specific safeguards from five aspects:organizational structure,work flow,salary assessment,personnel training,and internal systems.
