With the expansion of the city,the number of passengers is increasing gradually,and the number of private cars keeps rising.The problem of urban traffic is becoming increasingly serious.Therefore,the construction of urban rail transit has developed rapidly.As a city rail transit project,Metro has a huge cost and a long payback period.It has a quasi public product attribute and a huge positive externality.At present,urban rail transit in our country has a strong public welfare.At the same time,it faces the huge cost of construction and operation costs.The government's restrictions on public project fees determine the longer payback period.Therefore,the successful recruitment of large amounts of investment funds has become a key factor in the successful implementation of the urban subway project.In this paper,the PPP model of urban rail transit line five of Z city is taken as the object of study,and the solution is put forward for the problems encountered in the PPP mode of No.five line of urban rail transit in city.The research content is of great significance for promoting the innovation of Z urban rail transit investment and financing mode and promoting the construction and development of urban rail transit in Z city.During the course of the study,various methods such as literature research,case study,questionnaire survey and so on were used.First of all,through the current policy orientation and regional background angle of view,the urgency and necessity of the study is proposed.Secondly,defines and explains the related concepts in the research process and theory,and economic characteristics of city rail traffic and financing characteristics are analyzed,discussed the PPP mode in the city rail transportation facilities construction and operation of the applicability and safe type.Third,through investment and financing data of Z city urban rail transit construction collection,the Z city rail transit line five,the investment and financing environment,at the same time,using interviews and survey method to collect relevant information,research and analysis of the existing city rail transit financing mode in the construction process of PPP Z,the current problems in the.Fourth,through the collection of relevant information at home and abroad,using the PPP model combing the current domestic and foreign city rail transit construction investment and financing of the typical successful cases,through the comparison and analysis of these typical cases,summed up the successful experience,which has important significance for the Z development of rail transit line five.Fifth,on the basis of the above research,aiming at the problem of solving the answer,f First,the paper analyzes the PPP mode of Z city urban rail transit line 5,and then puts forward the countermeasure such as diversification of project income,promotion of social capital participation and improvement of project risk sharing mechanism.Finally,this paper puts forward the corresponding safeguard measures according to the effective implementation of PPP mode scheme of No.five line of urban rail transit in Z city.
