| According to the requirements of rural revitalization strategy,it is imperative to fully implement the idea of prosperous industry,pleasant living environment,rural civilization,effective governance and well-off lives,which guide the key points and direction for the rural reform and development in new era.In order to realize the transformation and revitalization of waste mining villages and promote the construction of beautiful countryside,land reclamation has become a significant role in it and expands the path for the transformation and development of waste mining village.It therefore can be concluded to revitalize waste mining villages via land reclamation is of great research significance.In this paper,land reclamation suitability evaluation index system is built under the perspective of rural revitalization for the typical waste mining villages in Yubei District,Chongqing,i.e.,Shibi Village,Guanxing Village and Tianping Village on the basis of the man-earth relationship theory by analyzing the interaction of waste mine utilization and land reclamation in order to resolve the development strategy of land reclamation of waste mining villages.Through the suitability evaluation method of aid decision making and spatial overlay,the spatial difference of reclamation suitability of farmland,construction land and waste mining land within the scope of villages is recognized and ?Comprehensive Rectification Region for Agriculture and Rural Area in the Eastern and Northern Part?,?Comprehensive Landscape Optimization Rectification Region in Middle and Southern Part? and ?Comprehensive Water and Mountain Rectification Region in the West? are divided.On the basis of the above,the strategies on the implementation and operation of land reclamation of waste mining land under the perspective of rural revitalization are prepared.Below are the main conclusions:(1)The interaction between rural revitalization and land reclamation is analyzed based on the theory of harmony of man and nature.For the outstanding difficulties such as the industry hollowing of waste mining villages,eco-environment degradation,labor famine,inferior human settlement and conflict of rural governance,demands on five aspects are proposed for land reclamation of rural revitalization: economic development,ecosystem conservation,social stability,policy guarantee and cultural revitalization.Feedback of land reclamation to rural revitalization is made in three aspects: coordinate industrial development and resources protection,resolve the conflict of unbalanced urban and rural development,insufficient rural development and farmers' favorable life desire,and realize land activation and promote the effective way for ?farmers‘ well-off lives?.(2)The internal and external characteristics of the typical waste mining villages,i.e.,Shibi Village,Guanxing Village and Tianping Village,are analyzed by SWOT analysis method to select the revitalization path dominated by ecological tourism followed by ecological agriculture.(3)The suitability evaluation index system of land reclamation under the perspective of rural revitalization is built;index system is built respectively by taking farmland,rural construction land and waste mining land as subjects.To be specific,the suitability evaluation index system of farmland reclamation covers the natural attribute and social economic endowment of the land,while that of agricultural construction land and waste mining land covers expandable space,population economy,infrastructure,regional conditions and farmers‘ reclamation willingness,and engineering reclamation,biological reclamation and regional conditions.The weight is determined by analytic hierarchy process.Multiple-factor comprehensive evaluation method is used to obtain the comprehensive score and grading of the evaluation unit;the waste mining land reclamation is mainly about threshold value applicable region,which accounts for 42.53% of the total evaluation region;the region which is highly applicable to farmland reclamation is located in the middle region of the research region,accounting for 31.61% of the total evaluation area while the region which is not applicable is in the western region,accounting for 35.87%;the region which is highly applicable to rural construction land reclamation is located in the western emigration region,accounting for 36.39%,and the region which is highly applicable to rural construction land reclamation is located in the middle central region,accounting for 40.02%.(4)Decision and spatial overlay are made based on the land reclamation suitability evaluation result of farmland,rural construction land and waste mining land so as to divide the land reclamation regions: divide Shibi Village,Guanxing Village and Tianping Village,Shichuan Town,Yubei District into ?Comprehensive Rectification Region for Agriculture and Rural Area in the Eastern and Northern Part?,?Comprehensive Landscape Optimization Rectification Region in Middle and Southern Part? and ?Comprehensive Water and Mountain Rectification Region in the West? respectively,and develop them towards modern agriculture and experience agriculture,suburb leisure tourism and ecological governance and conservation respectively;emphasis will be laid on scale rectification of farmland,central connected reclamation of rural settlement,reclamation and reutilization of waste mining land,improvement of supporting facilities,return farmland to forests or grassland and ecological emigration of rural settlement.(5)On the basis of region division and reclamation,the strategies on the operation of regional characteristic land reclamation are prepared by considering the demand of rural revitalization on land reclamation and the supportive role of land reclamation in the contents and effect of rural revitalization,including the multi-party coordinated organization operation strategy aimed at promoting rural development,multiple-factor supply-side reform strategies aimed at resolving issues of agriculture,farmer and rural area,villagers‘ rational behavior strategy for effective governance and the ?land reclamation+? industrial development strategy for promoting sustainable development.All these strategies will guarantee the implementation of land reclamation and promote the revitalization of waste mining villages. |
