With the need of the economic development of Hebei Province, exploitation degree of mineral resources is to deepen increasingly, and it brings the destroying of soil resources is increasingly intensifying. It not only destroyed valuable soil resource, but also increased the cost of exploitation of mineral resources. What is more, it leaded to severe environmental problems and threatened our health. Since the Provisions and requirements of Hebei Province in 2006 promulgated the "National Economic and Social Development in Hebei Five-Year Plan",State Environmental Protection Administration (now Department of Environmental Protection) in 2006 promulgated the "National Ecological Protection" Eleventh Five-Year "plan" and the 81st document names The Announcement about some related issues of organize the land reclamation plan's compilation, report and censor, which was decreed by The Ministry of Land and Resources P.R.C in 2007,the Research and preparation of restoring the ecological environment of major mining area of land in Hebei Province have been appreciated extensively by many people. Land reclamation's suitability evaluation is a method of doing some evaluation for its suitability, which will be reclaimed, in order to guide these destructive lands'aspect of reclamation; Expert System was established the basis for ecological restoration of mining area of land provide. Since the intensive of relevant the study of science, land reclamation's suitability evaluation is of vital important to planning land use's aspect scientifically and making treatment methods based on its local conditions.This paper takes main mining area(including coal mine, iron ore, gray quarry and clay)of Hebei Province as the research object, by field survey and collection of data,analyzed present situation of land use and suitability evaluation at home and abroad on the basis of understanding of natural and social environment. Finally, the research method of present situation of land use was determined. According to the ecological background and the recovery method of different mines, 48 assessment units were determined and 2 evaluation systems were established including grade of land suitability and grade of land quality. The method of limiting condition by land suitability choosing included 6 evaluation factors and they were in sequence of terrain slope, surface soil texture, effective thickness of soil layer, irrigation condition, drainage condition and organic matter content. Selecting 4 directions were suitable for agriculture, suitable to forests, suitable for pasture and suitable for park, regard this as the starting point, evaluation system for suitability of land use was established. By establishing evaluation system for the grades of land quality, choosing weight exponential method, applying delphi method to decide factor weight, the suitable degree of every evaluation unit was obtained and the suitable degree included high suitable, moderate suitable, critical suitable and unsuitable. Comprehensive the two levels evaluation system, ultimately getting the evaluation result of the land ecological restoration. The expert system ,which based by Access software,has established specifications module of technical, which included 6 impact of ecological restoration of mining land blocks, parcel of rice field, irrigation, roads, soils, protective forest, water and soil conservation. unit in different regions were proposed in different ecological restoration, provided the basis for the eventual restoration of land to determine the best direction . Though Zhangjiakou yuxian coal gangue pressure of reclamation and green complex, the result was proved in line with the actual situation.The paper combination land suitability evaluation and expert decision systems, realizing the contact in the theory, methods and technologies. The results show that the land use specification system of main mining in Hebei province is scientific and feasible, the use of evaluation results was more consistent with the the actual land use of Hebei province, and excavates the land use potential of main mining, it can provide foundation for the land use planning in future.
