The Constitute Research On China's Green Growth Policy

Maintaining the economic growth rate and increasing social welfare while maintainingthe protection of the ecological environment are issues that need to be resolved globally.Under this background,the concept of green growth has become the focus of all countries' policies.Bringing the concept of environment and resources into economic growth and adopting a wide range of green growth policy actions are the policy layout for realizing the country's green growth strategic goals.China is in a critical period of economic and social transition,the “black economy” growth model that relies excessively on the depletion of natural resources no longer applies to the current economic development situation in China.In the context of domestic development and green growth becoming global policy issues,researching on the composition of China's green growth policy has important theoretical and practical significance.On the basis of summarizing the research progress of the green growth policies and policy texts,this paper studies the composition of China's green growth policies.(1)Using a comparative study method to study the implementation of green growth policies in 35 countries of the OECD.From the perspective of policy environment,policy attributes,and policy stakeholders,there are 8 economic development levels,legislative models,political systems,policy coordinating departments,policy completeness,policy implementation backgrounds,policy strategic goals,and green growth policy actions for the target of comparison.The result of comparison is the source of China's green growth policy search criteria,and is also the basis for comparison of China's green growth policy;(2)Establishing the China's green growth policy initial database.Based on the international comparison of green growth policy actions,the green growth policy was summarized as the search criteria for China's green growth policy,and was searched on legal websites such as China How Net Legal,Beida Magic,Huifa,and China Government Network to build the initial database of the growth policy.It contains a total of 1834 policy texts;(3)According to the results of policy text processing,China's green growth policy is identified by a total of 12 subject groups.Excluding the policy texts in the initial database that are ineffective and insufficient,and then using text mining to process the green growth policy.After adopting the Blondel algorithm to run policy text data,so that China ' s green growth policy theme group was divided according to the modularity value.China's green growth policy consists of 12 thematic groups,comparing them with the composition of the international green growth policy concludes that there are functional overlaps,strong administrative orientations,structural lacks,and localization features in China ' s green growth policies.A series of preliminary green growth policy systems have been established.in conclusion.Based on the international comparison of green growth policies and the using of text mining to process policy text data,it reveals that China's green growth policy consists of 12 thematic groups,it enriches the study in the field of green growth policies.At the same time,it provides guidance for other research on green growth policies from a theoretical perspective and provides methodological guidance.It reveals China ' s green growth from a the macro-policy situation and provides policy makers with the direction to continuously improve China's green growth policy system and achieve China's green growth strategy.
