Research On Evolution Path Of Rural Revitalization Strategy Based On Text Analysis

China,as is known to all,is a great agricultural country.This basic national condition requires the party and the country to attach great importance to the strategy of rural revitalization.Hence,the effective implementation of the rural revitalization strategy is regarded as the foundation and guarantee of the construction of socialism with Chinese characteristics.Aiming at ensuring the practical implementation of the strategy,the Central Committee of the Communist Party of China issued the Central "No.1 Document" from 2004 to 2019 with the themes of "Three Rural Issues(issues relating to agriculture,rural areas,and rural people)" or "Rural Revitalization Strategy".It is also pointed out in the report of the Nineteenth National Congress of the Party that solving the issues relating to agriculture,rural areas,and rural people and implementing the strategy of rural revitalization should always be the core of the Party's work,given that it is a fundamental issue concerning the national economy and people's livelihood,which manifests the high degree of concern paid by the party and the country to the strategy.Focusing mainly on the implementation significance and the achievement path of the strategy,little attention has been paid to the evolution path of the rural revitalization strategy in the past researches.In addition to providing substantial support for the improvement of farmers' lives,the promotion of economic development and social stability in all aspects,the study and analysis of the strategy of rural revitalization is also of far-reaching significance to the subsequent relevant policies of the government.In this paper,based on the theory of rural revitalization strategy,combining the method of text analysis and adopting the crawler strategy written in Python language,the effect of the year's evolution,the administrative level of the publication,the number of relevant departments in different regions and the number of publication departments on policy implementation is judged by the analysis of 59070 texts about rural revitalization strategy from the Ministry of Agriculture and Rural Affairs of China between January 2004 and December 2018.The following tasks are mainly accomplished in this paper:(1)The literature review method is adopted to expound the basic concepts and fundamental theories required by the research,including the concept of text analysis,the characteristics of text analysis,the classification of text analysis methods,the application and value of text analysis methods,which lays the foundation for the research.(2)Through the self-built text analysis crawler program,the text excavation is applied to capture a large number of policy texts,do statistics of keywords frequency and analyze the overall characteristics of the samples of rural revitalization strategy based on keywords,which verifies various characteristics of rural revitalization strategy,including authoritativeness,extensiveness,relative concentration of texts,the rising trend of total amount,the gradual development of strategic exploration and the periodical prominence of policy;(3)In accordance with the text analysis of keywords and by virtue of Tableau data visualization tool,CiteSpace tool,MATLAB software and geographic information system software,it is put forward that the rural revitalization policy of China had witnessed three stages,while the evolution process of the rural revitalization policy of China was reviewed as well.The analysis demonstrates that the evolution of China's rural revitalization strategy can be divided into three stages: 1.The preliminary formation stage(2004-2013);2.The exploration and practice stage(2013-2017);3.The policy improvement stage(2017 till now);(4)By organizing relevant literature and works,adopting the method of comprehensive analysis,to conduct investigation,review and summarization by taking the sixteen "No.1 Documents" of the Central Committee as the main clue,so as to understand the adjustment of rural policies,institutional changes and structural changes of the Party and the country since the rural revitalization strategy was put forward for the first time in October 2017,with the view of identifying the direction of policy evolution and contribute to the effective solution of the "Three Rural Issues".
