Throughout history, every technological revolution has brought about earth-shaking changes to humanity.Today,a new round of technological revolution has swept the world.A new revolution represented by the emergence and application of Internet, big data, cloud computing,Internet of Things and Internet of Services and VR(AR/MR)technologies is quietly changing our production-and lifestyle.Under such an era background, the digital transformation of the business model is an important way for the sustainable development of the national economy. The ability of creating and using new technologies becomes the key to successful enterprises. As we all know, because of the lack of funds,R&D capabilities, and limited access to information,it is difficult for SMEs to rely on their own strengths to gain a foothold in such a digital transformation. However,SMEs are the pillars of the national economy and the main providers of jobs for any country. In other words, the performance of SMEs in this new revolution in industrial technology directly affects the economy and people's livelihood of a country.German SMEs not only played the role of the national economy engine in this digital revolution, but also became the main driving force of German innovation. This thesis starts from the motivation of Germany's promotion of digital transformation of SMEs,analyzing the external pressure and internal motivation behind the transformation through the literature research.Germany's efforts to promote the digital transformation of SMEs in this era of digital transformation are the choice made under internal and external pressures,to take the initiative to meet challenges.Secondly, the quantitative analysis method was used to analyze the effect of Germany's promotion of the digital transformation of SMEs.Finally, based on the previous analysis of motivations and effects,it was concluded that the government's support for capital and information is crucial for the digital transformation of SMEs.Besides,China is also an export-oriented manufacturing country as well as Germany. There are points that Chinese government can learn from German experience of promoting the digital transformation of SMEs,which are as follows:Firstly, developing a unified support framework to support the business model digital transformation of SMEs;avoiding overly detailed regulations on the transitional approach to leave room for SMEs and market mechanisms.Secondly, providing SMEs with adequate funding and technical support for R&D;and encouraging SMEs to collaborate with universities or research institutions to resolve related digital transformation issues.Thirdly, strengthening the construction of network infrastructure.Fourthly, providing high-quality vocational training to reduce the structural unemployment that will result from digital transformation.
