With the level of industrialization progressing,the industry of hazardous material are driven by interests rapidly.The total amount of domestic hazardous material transportation exceeds 1.6 billion tons.The importance of hazardous material transportation reveals itself.In the meanwhile,the districts' economy develops in an unbalanced way,which make productions and markets of hazardous material far apart.With the demand of large volume and long distance of transportation,multimodal transport is preferred.In order to optimize the multimodal transport effectively,risk control of hazardous material are introduced as main concern in this paper.13 main influence factors are chosen to construct the ISM.The existing flaws can be found by this model.Suggestion is put forward that joint decision-making and supervision should start form network planning.Four typical supervision modes are presented.Among these modes,bi-level programming can demonstrate the hypotactic relation in hazardous material transportation explicitly,which considers both total risks and transportation cost.The model is adapted properly by KKT conditions.And numerical examples are solved by Cplex to verify its advantage.Then the model is modified form single transport to multimodal transport.In the aspect of risk analysis,measurements of transportation risk and transshipment risk with correction factor of transport are constructed.And NSGA-?algorithm is devised to solve this model.The solving results convince that under the circumstance of multimodal transport,the planning model performs relatively well.Lastly,aiming at the disadvantage of risk concentration and failure to indicate risk preference,the concept of risk equity is introduced.The risk is divided into regional equity and transshipment equity due to the trans-regional and transshipment-need feature of multimodal transport.Bi-level programming model of which the upper-level is a muti-objective problem is constructed.And the model is solved by Matlab.By comparing three models,risk equity can improve previous deficiencies in model,has practical value.
