The characteristics of hazardous accidents are low probability,high harm,especially in the current environment of multimodal transportation where hazardous logistics influence factors about risk are more complex,the safety of hazardous materials has been the focus of social problems.Design a orderly,convenient,reasonable transportation network is an effective way to control the risk of hazardous logistics.This paper is focus on the ‘network design" of HAZMAT multimodal transportation,consider the condition under no constraint,capacity constraints and government subsidies,then we built up 3 mathematic modal and then solved them by three different algorithms,including and not limited to the following work.(1)We use ISM to analyse the safety measures of hazardous management,and find the management strategy of government.We describe how the government control the logistics risk through the network design,and what is the main demand of government and enterprises,then we build the standard model of road network planning,solving the mathematical model with bilevel programming.(2)Combined with the background of multimodal transportation,we analyse the method to define the transit point in network,and simplify the multimodal transport network with it,then we establish a HMND model,and we using Pareto optimization and K-shortest path algorithm to find each OD's best rode.(3)Redefine the transit point and multimodal transport network from the modal of transport,then,we build the HMND model under transport traffic restrictions and transport capacity constraints,the greedy algorithm is used to iterate the upper and lower goal program.(4)Analogously,we build the HMND model under government fees and subsidies constraints,consider the cost of hazardous materials transportation.We use the lower level function's constraints to do the initialization,and the upper level function as the sitness function,then crossover,mutation,selection,run the procedure more than 200 iteration to find the feasible solution of HMND.
