Research On The Social Influence Of The Facility Location Of Hazardous Materials Logistics Based On Nimby Theory

Hazardous materials is an important raw material for society and industries.With the increasing demand of hazardous materials,the demand for the production,transportation,distribution and storage of hazardous materials in China is increasing.However,there are many conflict events caused by the local public opposition to some projects related to the location of hazardous chemicals facilities frequently occurred in the recent years in China,which make these projects are delayed or cancelled.More serious,the conflict events heaviliy threaten social public security.The public is seriously sensitive to hazardous chemicals factory location project in the era of economic structure adjustment in China and the enhancement of public environmental rights consciousness.Taking the "facility location" as the key topic of hazardous materials logistics and the hazardous production facilities as the research object,this paper mainly focuses on the social influcene on hazardous chemicals location from the two aspects,"prevention in advance" and "control after the event".Consequently,the main content of this paper includes the public acceptance of hazardous chemicals factory location,the conflict event triggered by hazardous chemicals factory location and the evolutionary game.(1)Based on NIMBY theory,we review the past domestic and foreign literatures and summarize five key impact factors,perceived risk,benefits and fairness,trust in government and affect tag.A Structual Equation Modeling is proposed through putting the research hypothesis.By dividing the public into two categories,the general public and local public,we collect data from the two group by using questionnaires,then we use the data to verify and analyse the research hypothesis,finally we can analyse the difference between the two groups and propose some useful theoretical suggestion according to the difference.(2)To avoid the occurrence of conflict when public strong opposition to hazardous chemicals location,the local government making the decision of location must take the local public' attitude into consideration.Consequently,there is a game existed between the local public and the local government.This paper proposes an evolutionary game model on the local public' strategies(support,opposition)and the local government's strategies(permission,no permission).And the local stability of the system is analyzed in the paper.(3)The conflict event of hazardous chemicals factory location of the evolution of Internet Public Opinion has high order,dynamic,complex and other characteristics.This paper build a casual loop diagram from five public opinion subjects of media,government,netizen,event and local public by using the method of System Dynamics,then we establish a system flow diagram based on the casual loop diagram.The system flow diagram is simulated by Maoming PX event,and we test sensitivity of explosive degree,government credibility,information transparency and environmental risk perception.
