The Research On The Financing Mode On The SA Culture And Art Center Project

In 2016,the economic development of SA town is good,and it is in the forefront of the “top 100 cities” in China.The same year,the government of SA has intended to build the green and healthy characteristic town,with its central city—LHXC the forerunner area of building a green and healthy characteristic town.The SA culture and art building project is one of its core project.However,the government of SA has limited financial income and is less likely to apply for a grant from the higher government.Therefore,the SA culture and art center project faces the problem of external financing.Therefore,this paper research the topic of the choice of financing mode for SA culture and art center project from the perspectives of SA government according to the actual situation of SA town.To study the financing mode selection of SA culture and art center project,can help the SA culture and art center project to choose the best financing mode,and can be the reference for the similar projectsFirstly,the paper analyzes the characteristics of SA culture and art center project itself,and estimates its initial investment and income and expenditure after operation.Secondly,the paper analyzes the three financing modes for SA culture and art center project--to issue local government bonds,debt financing through SA city company and the PPP mode,and its characteristics,advantages and risks.Then,based on the national policies,the characteristics of the project and the financial situation of SA government,select the financing mode of SA cultural and art center project.Finally,according to the characteristics and risks of PPP mode,this paper analyzes the measures that the government should take in the implementation of PPP mode,to ensure the success of PPP mode.Study found: from policy perspective,the debt through SA city company can not be selected,local government bond is less likely to be successful,the PPP model is ok;From the perspective of characteristics of the project,the local government bonds,and the debt through SA city company don't match the characteristics of the project,so these selections are not suitable,the characteristics of PPP pattern match and more suitable for the projects;From the perspective of finances of SA government,the finances of SA government do not support the selection of local government bonds and the debt through SA city company,and choose the PPP model is feasible.The analysis results of the three perspectives are consistent,and the SA government should use the PPP mode to finance the SA cultural and arts center project.After the choose of PPP mode,in the process of implementation of the PPP mode,SA government should take measures in these key links,to ensure the success of projects to choose the PPP mode: attract social partner,choose social partners and the way of cooperation as well as the construction,operation and handed over of the project.
