Strategic emerging industries are key areas for China to cultivate new development drivers and acquire new opportunities for development.Promoting the development of emerging industries will help accelerate the reform of China's industrial structure and increase the technological level of China's manufacturing industry.innovative is the core power of strategic emerging industries.Enhancing the company's innovative ability is the fundamental strategy of innovative-driven development.Enterprises should focus on strengthening investment in innovative resources and strive to enhance theircapabilities of independent innovative.However,From the perspective of rent-seeking theory,in order to improve competitive advantage,enterprises will seek preferential policies from the government through rent-seeking activities.Rent-seeking will cause the waste of resources,and crowd out the investment of innovative resources of the enterprise.It result in distortion of enterprise resource allocation.And when the cost of rent-seeking is too high,the preferential policies obtained by enterprises through rent-seeking may not make up for the losses caused by the rent-seeking behavior.Based on the above analysis,this paper mainly addresses the following questions:how does an enterprise improve its own level of innovative and how does the company's rent-seeking behavior affect the innovative efficiency of the company.This article summarizes the research results of relevant literatures and divides the innovative human capital of enterprises into three types: strategic innovative human capital,management innovative human capital and technological innovative human capital.This paper takes strategic emerging enterprises as the research object,through theoretical analysis,puts forward the hypothesis that the innovative human capital influences the enterprise performance,and the assumption that the rent-seeking behavior moderate that relationshipbetween the two.This paper constructsthe direct effect model of innovative human capital and corporate performance,and the moderating effect model of the rent-seeking behavior on the relationship between innovative human capital and corporate performance.Using SPSS 21.0 for data analysis,this paper finallydraws the following conclusions:(1)Innovative human capital affect markedly corporate performance.The innovative ability of strategic emerging industry mainly comes from the innovative human capital of the enterprise.Strengthening the cultivation of innovative talents will help promote the development of the enterprise.(2)Different types of innovative human capital have different effects on business performance.Strategic innovative human capital and managerial innovative human capital have significant impact on corporate performance,and the former has a greater degree of influence than the latter.However technologically innovative human capital has no significant effect on corporate performance.(3)Rent-seeking activities have a negative effect on the company's innovative activities and negatively moderate the relationship between innovative human capital and corporate performance.The research results of this paper show that innovative human capital is the fundamental source of innovative ability of strategic emerging enterprises,and rent-seeking behavior has negative effect on enterprise innovative.Therefore,strategic emerging enterprises should strengthen the cultivation of innovative human capital,rationally allocate enterprise resources,and avoid occurrence of rent-seeking behavior.
