A Study On The Urbanization Quality And The Efficiency Of Financial Supporting In Shandong Province

Based on the urbanization theory and financial development theory,this paper explores the intrinsic connotation of the urbanization from the quality perspective.And we also study mechanism from five different levels.Using the data of 17 prefecture-level cites in Shandong province,we empirically curve the development of urbanization quality and finance from both time dimension and spatial dimension.Based on the grey model,we test the grey-relationship between the finance development and urbanization quality.Then DEA-Malmquist model is established and the financial supporting efficiency is also tested from both static and dynamic perspective.On the theoretical level,based on defining the connotation of the quality of urbanization,we explore the transmission mechanism between the financial development and urbanization quality.It contains economic development mechanism,industrial development mechanism,population development,spatial development and environment development mechanism.On the empirical level,we set a urbanization quality measurement model and collect manually related data of the 17 prefecture-level cities during 2003 to 2013,using the entropy weight method,we empirically analyze the reality of financial supporting.Also,based on the grey model,we test the grey-relationship between the financial development and urbanization quality.And the results show that the grey-relationship between the urbanization quality and financial scale or the financial deepening is significant in most years,except 2009 and 2012.While from the financial efficiency level,the grey-relationship is significant in all years.Based on the analysis above,we establish the DEA and Malmquist model to test the financial static supporting and dynamic supporting.The results indicate that(1)on the static level,the whole efficiency is not significant during 2003 to 2013,and the main reason for that is the supporting indexes exist a large imbalance among the prefecture-level cities.(2)On the dynamic level,the analysis results from the heterogeneity sectional cities perspective show that the efficiency is improving during 2003 to 2013.And the malmqusit indexes decomposition results also indicate that there exist significant differences among the different cities.We also analyze the possible obstacle factors.On the practical level,we put forward some suggestions for improving the efficiency,which contain(1)optimizing of urbanization quality development model;(2)improving the system of financial support to enhance the "scale-Structure-efficiency" financial support efficiency;(3)constructing the regional coordination mechanisms to achieve financial support efficiency coordinated development.
