The Research Of The Infrastructure Construction Mode Of The New-type Urbanization Based On Build-Transfer

Nowadays,China is in the development of new-type urbanization boom.Infrastructure construction is the basis of realizing the new concept and requirements of new-type urbanization.However,our country's infrastructure construction is in the backward level now,which is seriously restricting the promotion of new urbanization.The main reason for this phenomenon is the shortage of funds.For one thing,infrastructure projects need a larger amount of money.For another,there is a lack of effective financing methods for infrastructure projects.The traditional financing ways cannot effectively raise enough capital to meet the demand for infrastructure construction,It also brings the financial burden to the local governments at the same time.Therefore,it is necessary to find an operation mode which can ease the financial burden as well as rationally allocate the resources to carry out the construction of infrastructure in new-type urbanization.As a financing mode which can introduce private capital into the infrastructure construction,Build-Transfer(BT)mode can realize the diversification of the investment,allocate material reasonably,alleviate the financial pressure of the government effectively,and extend a new financing channel.In our country,many cities and towns have cases of successful application of BT mode in a variety of infrastructure construction.However,as a new financing mode,its adaptability to new-type urbanization infrastructure remains to be demonstrated.And considering the premise of the current lack of systematic research,how to carry out a successful operation of the infrastructure construction mode of the new type-urbanization based on build-transfer,especially in risk management filed,should be further researched.Research has been conducted to solve these projects.Firstly,this paper studied the current researching situation at home and abroad,classified literatures focus on urbanization and BT mode.Secondly it analyzed the characteristics of new urbanization on the basis of project differentiation theory and risk management theory,in order to understand the connotation and characteristics of the new urbanization infrastructure.Thirdly,it analyzed the characteristics,classification and operation process of BT mode.Then it summarized the environment and the scope of application for BT mode as well at its advantages.Fourthly,it identified the risk of BT project in the context of new type urbanization,used fuzzy analytic hierarchy process to assess risk,and gave risk prevention advice according to the assessment results.Finally,it used the project of highway X in city of Z as an example to test the results of the research,and summarized the operation experience of the project.This paper demonstrates the adaptability of BT mode to the new type urbanization infrastructure,which can provide theoretical basis for using this mode in those projects.It also proposes a risk management program for new-type urbanization infrastructure based on BT mode,and demonstrated the feasibility of applying fuzzy analytic hierarchy process to the risk assessment,which is conducive to similar projects for reference.Moreover,it provides scientific guidance and reference for the project using BT mode by summarizing the operation experience of the project,which favors the promotion of BT mode in the new-type urbanization construction.
