Currently,the world is in a phase of rapid development of urbanization,as the world's largest population of the country,China's new urbanization development process has attracted worldwide attention.although the pace of development of China's urbanization started late,but since the reform and opening up to now,China's new urbanization development has experienced a low starting point,faster development process.In 2011,the number of urban population exceeded the rural for the first time in our history;the country's urbanization rate reached 51.3%,in 2012,which value has increased by 1.3 percentage points.Expected around 2050,China's urbanization rate will reach 70% to 75 %.In such a fast process of urbanization,infrastructure construction has become an important carrier of rapid economic and social development.And ensuring its efficient operation plays a crucial role to the development of national economy.All along,China's urban infrastructure has long had a new heavy task,the total lack of investment and inadequate maintenance,operational inefficiencies and other issues,and the monopoly system to infrastructure operated by government has seriously hindered the development of urban infrastructure's marketing.Therefore,the innovation of financing model,improvement of the stock infrastructure's operational efficiency and speeding up new infrastructure's construction is of great importance to the social and economic development.TOT as a new mode of financing has already quite mature in foreign countries,which is of an important reference to China's new urban infrastructure construction and management.In order to speed up the pace of China's new urbanization infrastructure's marketing operation,introduction and improvement of TOT financing mode and increasing its use in urban infrastructure has been imperative.TOT model is not only beneficial to make an inventory of the existing stock of urban infrastructure,but also to introduce a large number of private and foreign capital for the government to building more new infrastructure and meet the local government's huge demand for funds of infrastructure construction.The core content of this paper includes the following three aspects:(1)new urbanization infrastructure projects' characteristics,through analysis to the construction status of our country's urban infrastructure projects,obtained the result that infrastructure projects have the new features such as diversification of investors and financing channels under the new urbanization background;(2)suitability analysis of TOT mode in infrastructure projects under the background of new urbanization,starting with the feasibility analysis of TOT mode respectively in the aspects of the government,private capital and technical requirements,and then study focus on the implementation difficulties such as government-led too strong and asset pricing difficulties,finally,use SWOT method to comprehensively summary the TOT model's adaptability;(3)new urbanization infrastructure project concession period calculation model based on TOT mode,using net present value method to establish concession period calculation model,through computer simulation technology to reasonably determine concession period of TOT project.
