Difficulties Faced By The Construction Of Chinese Free Zone And Countermeasures

From the ancient Greek times,the prototype of Free Trade Zone(FTZ)began to appear.Since the 1960s,driven by the wave of globalization,the international cooperation of trade and capital has been continuously deepened,and the global FTZ has shown a trend of diversification and integration,with various types of FTZs developing together.At present,most FTZs in the world have shown diversified and comprehensive functions,including import,export and entrepot trade,warehousing and processing,which have greatly improved the development efficiency of FTZs and their ability to resist external environmental risks.Therefore,each country takes the construction and development of the FTZ as the top priority,because it can better serve its own economic development and upgrading,has its own unique role.Therefore,the heat of regional economic integration is not lessening,the number of FTZs in the world is always on the rise,the scope of cooperation continues to expand,the degree of liberalization has been significantly improved.In the field of international law,regionalism and multilateralism have been the focus of controversy for many years.Most scholars believe that the original balance between regionalism and multilateralism should be that the former "complements but cannot replace" the latter.But in recent years this long-term equilibrium has been broken and the term "Neo-Regionalism" can be used to describe it,as reflected in the rapid global diffusion of regional trading blocs.At the same time,with the steady development of economic globalization and multilateral structure,the Neo-Regionalism can achieve a better integration with the above two.In the era of new regionalism,China makes unremitting efforts to explore regional economic development actively,and the construction of FTZ is the best result.For Chinese development,vigorously promoting the construction of FTZs is an important engine to build an upgraded version of Chinese economy,and it conforms to the trend of economic globalization and regional economic integration.At present,The Chinese economy is at an important stage of transformation and upgrading.In recent years,the international economic situation is unstable,especially the China-US trade friction intensified,the domestic economic downward pressure increased.The establishment of FTZs will contribute to foreign trade,stabilize economic development and create a favorable development environment for Chinese economic transformation and upgrading.For China,the construction of FTZ can play a role in comprehensively deepening the reform and opening up and improving the open economic system,and can realize the establishment of good international political and economic relations and achieve the goal of external development strategy as soon as possible.Although Chinese GDP is located in the development,but the overall is still in the economic transition in China,in the construction of FTZ,the way we are groping forward,together with the international situation is volatile,unstable factors increase,bound to lead to in the construction and development of free FTZ in China face the unpredictable difficulties.The foreign FTZ construction starts early,the experience pattern is more mature,but our country is still in the further exploration reform and opening up road,for the FTZ development and the construction still has many immature aspects,but the Neo-Regionalism era connotation has pointed out the direction for our FTZ development road.Based on this,this paper takes the construction of Chinese FTZ as the research object,adopts the literature research method,interdisciplinary research method and conceptual analysis method,conducts a research on the current situation and difficulties of Chinese FTZ construction,takes the Neo-Regionalism as the theoretical guidance,and then puts forward relevant improvement approaches.The structure of this paper is mainly divided into the following parts:The introduction part mainly introduced the paper selected topic background and the meaning of problem consciousness,research status at home and abroad,writing and research methods adopted in the process of writing,showing that the written papers and research value,the law of the relevant research direction of reality meaning,at the same time introduced in this paper,on the basis of combining with the results before the innovation points.Chapter one gives an overview of FTZ and Neo-Regionalism,and clearly defines its connotation and theoretical connotation.The second chapter analyzes the characteristics of the FTZ under the New-Regionalism and the current situation of Chinese FTZ development.The third chapter and the fourth chapter concretely put forward the predicament which our country FTZ construction faces and the promotion countermeasure under the guidance of the new regionalism theory.
