Research On The Problems And Countermeasures In The Connection Between S&T SME And Banks In Shaanxi Province

Technological innovation is the inexhaustible driving force for a nation, and the sourceof social development as well. Innovation is and will be the lifeline for most Small andMedium-Sized Enterprises in the technology field. It has also become the blood of regionaleconomic and social development. However, the high risk accompanied, as a threshold, limitsthe growth of the Small and Medium-Sized Enterprises of Science&Technology (The SMEof S&T). This is especially obvious in Shaanxi Province. The SME of S&T in Shaanxi arefaced with the lack of fundings. Their growth has been withheld and this further affectedregional economic and social development. As a result, solving this issue will be on the toplist of the government for a relatively long period.It is well-known that large amount of money is needed, although the start-up companiesusually have only part of it. Thus, the support from the Financial institutions is particularlyimportant. Financial support to the innovation in science and technology is the guarantee onaccelerating the development of industry and vice versa. The collaborative development ofscience and technology will help with optimization of industry and economic hierarchy. Atpresent, the importance of financial support to science and technology has drawn more andmore attention from our government, academia and media. Yet there have not been an goodoperation mode to solve the company’s problem between the SME of S&T and the Bank.Therefore, it is significant to study how to cooperate the SME and the Bank.On the basis of reading, analyzsis and survey, we focus on how to establish thecooperation between SME and the financial institutes and bring up suggestions to facilitatethe regional development of Shaanxi province. We combine the objectives of Shaanxiprovince with the nation wide experience on financial support for the SME of S&T to providea practical and efficient method as a solution. This paper consists of seven chapters asfollows:In chapter one, we demonstrate the background， purpose and significance, andgeneralizes the academic result about science and technology finance abroad and in China, summarizes the main research contents and present outline of this paper.In chapter two, we mainly discusses the basic concepts used in this paper, and describethe main research subject and their relationship.In chapter three, from the perspective of historical evolution, we described thedevelopment of S&T finance, summarized the experimental work of S&T finance of chinaand shaanxi province in recent years, and gets some enlightenment from research for thispaper.In chapter four, analyze the status of both the SME of S&T and the Bank about itsdocking, using normative analysis, we summarize the question on docking between the SMEof S&T and the Bank, which provides guiding suggestions for the next chapter.In chapter five, based on above chapters, through the methods of deduction reasoningand counter measurement, we brought forward some suggestions on dockingIn chapter six, we summarized the conclusions and proposed the further research fields.
