Constructing a complete construction land price system will not only help promote the smooth implementation of the reform of the land system,optimize the allocation of urban and rural land resources,but also realize farmers' land rights and interests,increase farmers' property income,and promote rural social and economic development.According to the unified work arrangement of the Ministry of Land and Resources of Inner Mongolia,and Horinger County as the pilot county for the“Three Land Reforms”,the reform of the land acquisition system and the reform of the land for collective construction have been carried out.Now it also undertakes the task of homestead reform.In conjunction with the“Three Land Reforms”,Horinger County also implemented special studies on key village land use planning,township and township full-use benchmark land price measurement,land acquisition comprehensive land price measurement,and land value-added income distribution.Based on the evaluation of the collective construction land price,it is beneficial to the reform of the land acquisition system in Horinger County,and provides the basis for the collective construction land use.This article reviews the research background,research significance,research status at home and abroad,concepts,principles,and theoretical foundations of the collective construction land price system.It focus on the characteristics of the rating and valuation process of collective construction land,and builds on the basis of urban-rural integration.Collective construction land price system.(1)Based on the integration of urban and rural areas,choose the county seat,development zone,location of three established towns,fourtownships,and four central villages in Horinger County,and use a multi-factor comprehensive assessment method to select the infrastructure.5 factors and 17 factors such as conditions and environmental conditions.Select Delphi method to determine weights,use grid method to determine grading unit,draw total score frequency histogram,and support Arcgis software,according to the resulting frequency curve Points are divided into collective construction land levels.Weight illegally,use the grid method to determine the grading unit,and draw the frequency histogram of the total score,under the support of Arcgis software,divide the collective construction according to the mutation points of the obtained frequency graph.Land use level.(2)The assessment of benchmark land prices for collective construction lands is mainly based on residual method and income reduction method to calculate sample land prices.After the correction of the maturity date,time correction,and transaction status correction,the land level is used as a unit to determine public facilities and public welfare by three methods.The basic land price of the business and homestead land is determined by two methods.The weighted average of several methods is then calculated to determine the final benchmark land price.(3)Follow the principle of integration between urban and rural areas,and compare and analyze the benchmark land prices of the three types of land types from the perspective of land type and land price change.From the perspective of various types of land use,the main urban area for collective construction land use is> township>village.From the perspective of land price changes,the average of the benchmark land price differentials for the three types of collective construction land changes in a step-like manner.Only from the classification of land prices,the prices of land for public facilities and public utilities at all levels are the highest,followed by homestead and production land.(4)Finally,it proposes collective land for construction in Horinger County,establishes a unified urban-rural land price system,improves laws and regulations,regularly publishes benchmark land prices for collective construction land,and provides multiple guarantee mechanisms.
