Since the reform and opening up,with the expansion of urbanization and industrialization,on the one hand,the problem of insufficient land for urban construction has become increasingly prominent;on the other hand,rural land resources are abundant but cannot be directly used for urban economic construction.Since the 18 th CPC National Congress,China has deepened the reform of rural land.The Third Plenary Session of the 18 th Central Committee explicitly allowed rural collectivelyowned construction land to be listed and circulated in accordance with the principle of equal rights and equal prices for state-owned land after meeting planning and use controls,and selected 33 nationwide.Pilot areas for rural land system reform.Wujin District of Changzhou City is the only reform pilot area in Jiangsu Province.This article focuses on the problems and countermeasures of rural collective business construction land entering the market in Wujin District,Changzhou.First,through the literature review method,read domestic and foreign books and papers on rural collectively-operated construction land access to the market,understand the research progress of rural collective-operated construction land access to the market,broaden research ideas,and draw on relevant research methods.Secondly,on the basis of summarizing the work of Wujin District and collecting the current situation of Wujin District,this paper puts forward the research questions of this article,which are mainly difficult to define the subject of property rights,lack of a unified price mechanism,inefficient use of collective land,unequal transaction information,small and micro Problems such as lack of funds for enterprises,loss of farmers' income,changes in land use,and unknown continuity of the pilot.Next,analyze the causes of the main problems and find out the underlying reasons.There are many reasons,such as imperfect institutional systems,obstacles to the implementation mechanism,and poor management methods.Subsequently,the case analysis method was used to analyze the typical cases in the national pilot cities such as Deqing in Zhejiang,Wuhu in Anhui,Northwest Guangxi,Daxing in Beijing,and Nanhai in Guangdong,and summarize regular experience.Finally,the author puts forward constructive countermeasures to the research problems from the three aspects of the system,the implementation mechanism,and the management methods through inductive synthesis and comparative analysis,and draws conclusions.Through the study of this article,the author's main research results are as follows:(1)The rural collective business construction land must enter the market with clear responsibility and management responsibility.(2)For rural collective business construction land to enter the market,an urban and rural land market system must be established.(3)Differentiated rent modes should be explored for rural collective business construction land entering the market.(4)When entering the market for rural collective business construction land,a mortgage risk control mechanism should be established.(5)Rural collective business construction land must enter the market with the same specifications as state-owned land project construction management.This article provides a theoretical basis and reference recommendations for the smooth implementation of rural collectively-owned construction land use in Wujin District of Changzhou City.It also provides experience and theoretical support for the nationwide promotion of rural collective-owned construction land use reform in the next step.
