As China’s economy continues to grow, the process of urbanization continue todeepen, the conflict between the increasing demand for construction land and scarcity ofthe state-owned construction land is deepening,the asset value of collective constructionland has become increasingly prominent, despite the constraints of existing laws andregulations give collective construction land enormous pressure,the transfer of collectiveconstruction land quietly has become the undisputed facts, and the legality in transfer ofthe collective construction in the near future also land will become inevitable.However, our government has not yet promulgated the regulation related valuationtechniques about collective construction land, lack of scientific, reasonable pricesystem lead to the serious level of arbitrariness in The formation and determine of price ofcollective construction land. Therefore, the research on price evaluation system of thecollective construction land is one of the key problems in research on the transfer of thecollective construction land.countering some key issues fields upon the collective construction land,paper begin todiscuss, play the collective construction land as the object of research, play equities price(transfer price) as the breakthrough point, on the basis of existing research results, throughthe literature analysis, theoretical analysis and policy analysis, firstly, make systematicframe about the concept, scope and content on the transfer of collective construction land,and determine the key point this paper should discuss, then based on this,we should teasethe limit and guide about the transfer of collective construction land from law, regulationsand policies, analyse the differences between the different rights, combined with otherfactors affecting the price, make a deep discussion and comparison different types oftransfer price, reveal the connotation of transfer price, and ultimately reflected in themethod of evaluation and application.It has been researched: The type of the transferation of collective construction landfirstly includes initial transference, uninitial transference,free transference and unfreetransference etc. and there are some differences in the price between different type oftransference.the existing research don’t have enough explanation the appraisal of the priceof land,and then mislead the market,finally a mistake appears.countering the actualsituation of the transfer of collective construction land, paper separates the appraisal ideaand method of the right price of collective construction land upon differentcircumstances,refineing the traditional assessment method of collective constructional land,showing the reader the system of price appraisal of thecollective construction land more clearly.
