As a subversive innovation of information technology,cloud computing is adopted and applied in the information construction of different industries,such as government,education,medical and manufacturing industries,with its basic characteristics and advantages,such as demand service,less initial investment,and no need for operation and maintenance.However,there is a case of cloud service application failure in practice.As all know,the emergence of cloud services greatly reduces the threshold of application,which making it difficult for enterprises to adopt the way of resource construction in the advantage of IT applications,and more should focus on the construction of IT human resources.The existing research is mainly concerned with the construction of traditional IT resources construction in the noncloud environment,but the lack of research on the IT managers in the cloud environment.Therefore,it is of great significance to study the competency of IT managers in the cloud environment to enhance the IT application effect and sustainable development.Through literature review and expert interview,this paper abstracts out the competency characteristics of IT managers in the cloud environment,and constructs the relationship model of IT manager competence and IT application effect according to relevant literature,which can be used to further verify the effectiveness of competency characteristics.Through the survey of the middle and grass-roots managers in the IT user departments of the cloud application enterprises in Jiangsu Province,266 effective sample data are collected,and the structural equation model method is used to carry out empirical research,and the following conclusions are drawn.(1)In the cloud environment,the competency model of IT managers includes two dimensions of knowledge attitude and latent quality,and has 8 competence characteristics,such as information system knowledge,IT attitude,adaptability,initiative,communication ability,team cooperation,continuous learning and information search.(2)The 8 elements of IT managers' competence have a significant positive correlation with the effect of IT application,and the different competence has significant difference on the effect of IT application,which further validates the validity of the constructed competency model.(3)The differences of competence are analyzed from the gender,age,education level,working life and management level,.The results show that gender,educational level and working life have no significant difference in competence.Age and management level have significant differences in competence and initiative respectively(4)Based on the research of competency model,it provides the basis for the recruitment,training and performance management of IT managers in the cloud environment,and puts forward some suggestions for improving the competence of IT managers in the cloud environment,which can help improve the managers' work performance and the competitive advantages of the enterprises.
