The domestic infrastructure construction has achieved remarkable achievements,and more and more design companies choose the "going out" development strategy.The major design companies in the eastern and coastal provinces have certain people,capital,and technical advantages,but the development pace and trends of the design companies of the provinces and cities in the central and western regions is limited.As a designer,we need to work hard to enhance all aspects of quality in order to face the complex market environment.In order to select and train outstanding design project leaders,we need to identify the key competency characteristics of them and establish a competency model to realize the designer's personal value and promote the healthy and rapid development of the design companies.First of all,analyze the "excellent" performance criteria established by the competency model and the principle of factor identification.Use literature research method to identify the managerial roles and technical role competencies of the responsible person of the design project.Use text analysis to refine the quality of the design person in charge,interview the experts and extract factors.Second,develop a questionnaire to investigate and count the influencing factors.Use SPSS software to analyze the validity and reliability of the questionnaire.Fourteen key competencies were extracted based on the principal component analysis,and summarize the formation mechanism of the competency model for the responsible person,generalize the competency model.Next,use the psychometric scale and method combined with the work situations of the design person in charge to analyze the specific measurement of the competency features,and set the competency feature level,for which the corresponding behavioral indicators describe.Introduce the detailed process of the test.Then,propose a method of competency index based on entropy weight,which are used in the actual process to select the responsible person for the design,and propose suggestions and improvement measures for each candidate's inadequacies.Finally,set up a modular curriculum vitae for the quality of resume filling and applicants in people recruitment.In view of the fact that the vicious competition of designers leads to a reduction in project innovation,propose a compensation incentive mechanism based on the competency coefficient.The article identifies the key competency characteristics of the design project leader and expand the application of competency theory.At the same time,the application of the competency model in design personnel selection,people recruitment,salary management,provides reference for designers to realize the ideal of the person in charge,improve the efficiency of the design companies recruitment,and promote the healthy competition of the design team.
