The current era belongs to knowledge economy. Knowledge drives the technological progress and promoting the development of society and has become the most important resource in enterprise operation and management. Person is the carrier of knowledge. Person’s mastery, utilization, and innovation of knowledge in the field of enterprise operation and management, could more highlight the person’s position and effect in economic activities. The culture of "People-oriented" has become the mainstream of enterprise management. Hence, current management scholars are increasingly deepening the research about one of the connection between the immanent quality and explicit performance. The human resource management using competence quality as the core is getting more and more attention of theoretical and practical circles.Based on the problems that the author faces in practice, the author discusses the management theory of competence quality in MQ company ideas and concrete ways of the ground application, through the interview in MQ company research conclusion and Dai Guobin Strategic Competence Quality Model framework and competent quality dictionary of organic integration, design for MQ company for matching the current development needs of qualified quality model, and discusses how to middle managers in the company will be the model selection, orientation, on-the-job training, evaluation and incentive and so on human resources management and apply it in the module design ideas and concrete steps. In the managers competence quality model and the organic integration of human resource management module of the process, the management practice of exploration and innovation, reveals the managers competence quality model in the application of human resource management, talent for the company to choose, yukon, use, provides a solid theory foundation. This paper expounds how to construct the company has own characteristic Competency Model system, and expounds the company human resources planning process, how to reference and introducing Competency Model methodology, and thus the company human resources strategic planning to ask the right, have scientific basis Suggestions and methods.
