Engineering bidding has become a common market open trading behavior.As a common international bid evaluation method,the lowest bid has many advantages,such as saving investment,simple operation,preventing corruption and so on.It has become a common bid evaluation method in real estate enterprises bidding.However,the lowest bid in the process of practice has been a lot of controversy,the real estate enterprises have different opinions on it.Winning the bid at the lowest price is just a way and means of bid evaluation,and its outcome depends on the professional quality and value orientation of the bidder.The problem of winning the lowest price in practice is not caused by the defects of the lowest price winning law itself,but the lack of relevant supporting systems.Therefore,it is of great significance to study the obstacle factors restricting the implementation effect of the lowest price of real estate enterprises,and build corresponding guarantee system.First,based on literature research and expert interviews,the current status and problems of the implementation of the lowest price bid for real estate construction projects were studied.It was found that there was excessive pursuit of “lowest bid price”,the price review could not eliminate irrational low prices,etc.,and the contract passed the conformity assessment.The quotient cannot meet the real needs of the owners.The bid of the poor quality contractor leads to the cost,quality,schedule out of control in the performance phase,and the bid of the poor quality contractor is not conducive to the accumulation of the company's quality contractor resources,and analyzes the causes of the problems.Secondly,based on the problems existing in the implementation of the lowest bid in the construction project of real estate enterprises,combined with the literature research and expert interview,33 obstacles which restrict the implementation effect of the lowest price in the construction project of real estate enterprises are combed,which are divided into three categories: the owner,the contractor and the external market.Then through questionnaire survey and factor analysis,10 key obstacles are extracted,which are the defects of the lowest bid winning bid system,the Contractor's bad bidding intention and the unfair competition behavior,the Contractor's lack of core competitiveness,the incomplete bidding documents and contracts,the unfilled function of the qualification evaluation,and the management and control of the construction process of the owners.Imperfect foot and external market,imperfect contractor evaluation and management system,asymmetric information,inadequate ability and quality of owners.Finally,in view of the key obstacle factors that restrict the implementation effect of the lowest bid in the real estate construction project,a one to one or more guarantee system is set up to solve the problem of the lowest bid in the real estate enterprises at the present stage.According to the related theories of the guarantee system,the guarantee system is divided into three categories: organization guarantee,system guarantee and technical standard guarantee,and Research on the main body of the guarantee and its function division and key work,the system of bidding management,design management system,the quality supervision system of industrial process,the contractor evaluation and the evaluation of the contractor.The management system,the cost database of the technical standard,the Contractor's resource base and the contract template will help the subsequent real estate enterprises to carry out the successful bid at the lowest price.
