Since Xi Jinping put forward the important strategy of constructing the "Silk Road at Sea on 21th century " and "Silk Road Economic Belt",the policy of "Belt and Road" has become an important support for the relization of the 12th Five-Year Plan.It has become the most important part of 19th CPC National Congress's opening year,and its construction has a great influence on the econmic development and distribution of our country.Technology innovation is closely related to the develoment of economy.The severe economic situation and the slowdown of economic groeth make it particularly urgent to improve the efficiency of technology innovation.Therefore,this paper takes "Belt and Road" as the research object and carries on the research to each region's technology innivation efficiency.Firstly,this paper systematically explaines and introduces the relevant theories of technology innovation and the research background of "Belt and Road".Then the two-stage framework of technogy innovation is put forward.Moreover,the technology innovation is divided into knowledge research and development stage and commercial application stage,and the index evaluation system of technology innovation efficiency is constructed.Sencondly,this paper uses the constructed indicators to analyse the current status of inputs and outputs of technology innovation activities in the "Belt and Road" region,using relevant data for the period 2010-2015.More specifically,DEA-BCC model,DEA-CCR model and Malmquist index model are used to measure and analyze the technology innovation efficiency in different regions.Then,the quantiative adjustment suggetions of input-output elements in each region are given based on the projection analysis of the efficiency value.lastly,the empirial conclusions are as follows:?From the static point of view,the DEA effectiveness of "Belt and Road" is low,and the comprehensive efficiency of technology innovation in the stage of knowledge development is lower than that of commercial application;The reason of the low scale efficiency of the sea Silk Road is the redundancy of the input and output scale,and the low scale efficiency of the Silk Road economic belt lies in the insuficiency of the input and output.?From the dynamic point of view,the technology innovation efficiency of "Belt and Road" area has been obviously improved in the stage of knowledge research and development and commercial application,among which technology progress is the main driving force of technology innovation efficiency improvement.The Silk Road Economic Belt has a higher efficiency of technology innovation than the Maritime Silk Road.?From the point of view of various provinces and cities,Fujian and Hainan are the main reasons leading to the decline of comprehensive efficiency of technology innovation in the maritime Silk Road area in the stage of knowledge research and development,among which the problem of Fujian lies in the low efficiency of pure technology.The scale efficiency of Hainan is on the low side;Inner Mongolia,Qinghai and Ningxia are the main reasons leading to the decline of the comprehensive efficiency of technology innovation in the Silk Road economic zone in the stage of knowledge research and development,and the reason for the low comprehensive efficiency of Inner Mongolia lies in the pure technology efficiency.The reason for the low comprehensive efficiency in Qinghai and Ningxia lies in the scale efficiency.
