Agriculture is a weak industry, vulnerable to natural disasters and climate, and facing greater operational risks. Its own capacity for accumulation is weak and it is not attractive to external funds. For this reason, the country has proposed a series of credit scale adjustments and differential reserves. And other measures to guide the injection of agricultural credit funds. However, due to the profitability of funds, credit funds in rural areas may be deposited on projects with low efficiency, and they have a limited contribution to solving the “three rural issues” and promoting the sound development of rural finance. Therefore, this paper measures the efficiency of China's agricultural credit, analyzes the efficiency of agricultural credit funds across regions, and shows the differences in the space, and explores the factors that influence the efficiency of China's agricultural credit and the impact mechanisms,so that targeted analysis can improve China's Agricultural Credit Efficiency and Promoting the Sound Development of Rural Finance.First of all, this paper makes a descriptive analysis of the development status of China's agricultural credit funds, and then establishes the Bootstrap-DEA model for the data of agricultural credit input and output panel in 31 provinces from 1997 to 2015,and combines capital allocation efficiency models. To measure the efficiency of China's agricultural credit, the China's agricultural credit efficiency and its regional differences are analyzed in depth from the provincial perspective and the eight economic regional perspectives. Finally, based on the above estimated agricultural credit efficiency as a dependent variable,a panel data spatial econometric model was established based on the consideration of spatial dependence to explore the significant factors affecting China's agricultural credit efficiency. The empirical results show that:(1)China's agricultural credit efficiency needs to be improved, and there are obvious regional differences, showing a decreasing trend from east to west, especially in the eastern and southern coastal areas where the level of economic development is high, modern agricultural development At the forefront of the country, credit efficiency is also higher than in other regions, which is consistent with the level of economic development. In addition, after in-depth exploration of the agricultural credit efficiency, the province found that the level of economic development, agriculture, and the development of local agricultural characteristics of the province's agricultural credit efficiency is higher than other regions.(2)This paper explores various factors that affect China's agricultural creditefficiency through the establishment of a spatial econometric model under panel data, and finally concludes that it is the status of agricultural economic development, fixed asset investment, rural financial scale, urbanization level, and government influence factors. It has a significant impact on China's agricultural credit efficiency, and the growth rate of agricultural output value has the greatest impact on credit efficiency, while blindly expanding investment scale and credit scale has an inhibitory effect on the improvement of agricultural credit efficiency. In summary, the government should strengthen cooperation and exchanges among various regions, break regional discrimination, thereby increasing the efficiency of agricultural credit, and further promote coordinated and interactive development of regional agricultural credit. At the same time, simply relying on investment to drive economic growth is not desirable. It should promote the transformation of economic growth mode and create a favorable market environment, and make contributions to the long-term development of finance and agriculture.
