Agricultural insurance plays an important role in dispersing agricultural risks and reducing disaster losses in agricultural production.In order to promote farmers' active participation in agricultural insurance,the central government and governments at all levels began to implement the policy of premium subsidy to insured farmers since 2007,so as to reduce the cost of insured farmers and stimulate their enthusiasm to participate in insurance.In the agricultural insurance market dominated by premium subsidy,the purpose of agricultural insurance related research is to rationally allocate the investment of social resources in order to achieve the expected effect of agricultural insurance subsidy policy,so as to improve the utilization efficiency of financial funds and promote the rapid development of agricultural insurance subsidy policy.Develop agricultural insurance in China,and improve the efficiency of agricultural insurance subsidy effectively.The state's financial investment is small,and the economic development benefits are the greatest..Therefore,using scientific methods to study the efficiency of agricultural insurance subsidies and related issues has important practical significance.In this paper,the existing literature on the efficiency of agricultural insurance subsidies is analyzed and compared.The panel data of input and output related to agricultural insurance subsidies in 31 regions of China from 2008 to 2015 are selected as the research object.Firstly,we use Bootstrap-BCC model and SE-SBM model to calculate and analyze the pure technical efficiency,comprehensive efficiency and efficiency level of agricultural insurance subsidies in different regions.Secondly,based on of classification standard which pure technical efficiency and comprehensive efficiency,the efficiency level of agricultural insurance subsidies in different regions is graded by unsupervised learning.Then,the influence factors of the comprehensive efficiency difference of agricultural subsidies are evaluated by using the Entropy-Grey correlation model.Finally,the spatial standard deviation ellipse,Moran index and other spatial statistical methods are used to analyze the spatial evolution and spatial correlation of the comprehensive efficiency of agricultural insurance subsidies in different regions.The study shows that the deviation of pure technical efficiency of agricultural insurance subsidies in different regions is greater than 0 by using Bootstrap-BCC model.It shows that there are some problems in the land and supervision of government subsidies policy,which makes the pure technical efficiency of subsidies in different regions not reach the best state.The SE-SBM model is used to analyze the comprehensive efficiency of various regions.The comprehensive efficiency of subsidies varies greatly over the years.Through unsupervised learning based on dynamic deviation square criterion,we can see that the comprehensive efficiency of subsidies in most regions in 2014 still belongs to the middle-low efficiency level.From the analysis of the factors influencing the comprehensive efficiency of subsidies in different regions,we can conclude that the agricultural economic level and the income level of rural households are the main factors that restrict the regional differences in the efficiency of agricultural insurance subsidies in China.Spatial analysis shows that the efficiency of agricultural insurance subsidy in some regions has been greatly improved.From the process of the change of the center of gravity of the standard deviation ellipse of agricultural insurance subsidy efficiency in different regions,we can see that the center of gravity of agricultural insurance subsidy efficiency has shifted from west to east,and in the spatial pattern,the efficiency of agricultural insurance subsidy in different regions of China shows a positive spatial correlation.
