Optimization Design Plan On The Group Control System Of Heilongjiang TMLD Company

The concept of Group Control was put forwarded by western theoretical circle in last century which still has been a prominent problem faced by the corporations at home and abroad.Group Control system plays more and more important roles due to its ways for the corporations to distinct the relationship between subsidiary and its parent-company,the setting of organization structure,strategy and plan,the positioning on the function of the headquarter of the group,the efficient allocation of resources etc.In the age of the regional economic integration and increasingly fierce market competition,as small and medium corporations,how to reinforce the supervision capacity and control level of the headquarter of the group,how to speed up the development,how to meet the requirement of innovation & transformation development and business mode diversity of the corporations in current situation,which also are the issues focused and cared by Heilongjiang enterprises circle and Heilongjiang academic& theoretical circle,while,the efficient solutions to those issues falls on the basic proposition of establishing the standard on the supervision & control system of corporations.The paper analyzes the current situation of group control system of TMLD company,summarizes the main problems which arise during implementation of group control system of TMLD company: the planning on the ways and method to realize group strategy is not enough,the responsibility and authority between subsidiary and its parent-company is vague,group control system is not synchronize with construction on the system procedure etc.The reasons for the problems above are analyzed from the perspectives of purview allocation,system procedure,plan management,human resources,and information construction.With group control theory,this paper propose optimization design plan and implementation work including: general thoughts and basic principles of optimization design on the group control system;General structure of establishment on the group control system etc.choosing group control mode,adjusting organization system,distinguishing the responsibility and authority between subsidiary and its parent-company as per the actual conditions of thegroup,the operational mechanism of function control system and business control system of TMLD group.Then,the detail solutions of implementation and safeguard measures on optimization plan of group control system of TMLD company are given as per the four parts including the principles,organization,implementation and safeguard,finally,some advice are given on the evaluation and improvement on the control system of TMLD group so as to enhance the capacity and level of the group control.Based on the basic conditions and status of group control system of TMLD company,the study proposed accordingly optimization design plan on the group control system of TMLD company through the summary of the problems and analysis on the reasons for the problems happened in the group control system of TMLD company,finally,the solutions of implementation and safeguard measures on optimization plan of group control system,which can be references for control system establishment of Heilongjiang small and medium private corporations as well as a kind of guide for design,optimization,evaluation and perfection on the control system of similar scale of corporations.
