Research On The Defects And Countermeasures Of A Tendering Agency Company's Risk Control

Since the bidding law of the People's Republic of China enacted,the domestic bidding and tendering business scope expand gradually,the interaction between the participants of bidding and tendering also become frequently,the tendering and bidding market has already aroused the booming development,purchasing resources and services through the bidding way has become the mainstream in the field of public transaction.Under the background of this policy,the intermediary organizations,which registered in accordance with the bidding agent company engaged in the goods,engineering and service project bidding procurement,have mushroomed,and make a great contribution in regulating the behavior of government procurement,promoting fair competition in the market.However,at present,there is a large difference among the registered agent companies in our country,including the business scale,management level,professional talents,agent quality and professional ethics.Especially,the difference of risk control design might place a part of bidding agent company at a disadvantage position in the competitive market environment.This paper analyses the bidding agent companies with special characteristics of policy environment and industry development,take Company A as example to draw lessons from the COSO risk management aspects of the theoretical framework,in-depth analyse A bidding agent company in the aspect of risk control of defects,and put forward the corresponding improvement countermeasures,to strengthen the risk control ability and realize the aim of performance improvement and efficient management.This paper is divided into six parts.The first part,introduction,traces the process of foreign and domestic bidding system from exploration to maturity,and puts forward research content and ideas,research methods and expected innovation.The second part,the literature review,from the risk of bidding agent companies,risk control system and the COSO framework in the application of risk management,analyzes the related literature in three aspects.In the third part,the risk characteristics and risk control requirements of bidding agency companies are introduced,and the risk characteristics,risk factors and risk control requirements of the bidding agency companies are introduced.In the fourth part,the risk control defect analysis of A bidding agency company,taking company A as an example,makes A detailed analysis of the risk control problem of the bidding agency company.The fifth part,the improvement countermeasures of the risk control of the bidding agency company,puts forward the corresponding improvement countermeasures to remedy the defects of the case analysis.The sixth part,the research conclusion and the future prospect,summarizes the main research experience in this paper,thinks about the deficiencies of the research,and gives a prospect for future research.
