Present Situation And Countermeasure Research Of The Government Regulation Of The Express Real-Name System

In order to guarantee the security of posting and delivery channels,any illegal posting behavior is eliminated,and an efficient tracing mechanism is established.From November 1st,2015,real-name system of express delivery has been launched in China across-the-board.However,since this policy has been carried out for more than two years,the implementation still remains very unsatisfactory.Express enterprises avoid real-name system when receiving and delivering express items,and the social public also contradict the real-name system.Although the government continually enhances the supervision and control,completes the institution-building,and unveils relevant laws and policies,the efficiency of supervision and control is still undesired.This paper studies the government regulation issues on the real-name system of express delivery,taking Zhaoqing city as an example,starts from the current situation of government regulation on the real-name of Zhaoqing city,uses interview,field research and other methods to probe the problems existing in the government regulation on the real-name system of express delivery.After a in-depth analysis aiming at the problems,in order to enhance the regulation efficiency and reach the original intention of policy implementation,it puts forward the countermeasures and suggestions to complete the governmental regulation of real-name system of express delivery,which include completing the legal system,perfecting the functional organization construction,strengthening the associated law enforcement of relevant functional departments,advancing the implementation of coordinated measures,setting up sound standards for the express industry,and reinforcing the publicity guide,mobilizing the whole pubic for supervision.
