In recent years,organizational citizenship behavior has become a hot research topic.However,scholars mainly focus on enterprise employees and analyze the concept,content dimension,drivers and influence effects of organizational citizenship behaviors.Few scholars study civil servants' OCB from the perspective of public management.Most of the previous studies neglected the elements of organizational change,which has caught our attention.As the administrative reform in our country and the process of building a service-oriented government continue to accelerate,civil servants as the main body of public administration and management and service,not only fulfill their obligations within their duties,but also take the needs of the people as the guide,work hard to forge ahead with reform and innovation,and make efforts to improve their own change-oriented organizational citizenship behavior.Foreign scholars only started to study civil servants' civil behavior in the recent 20 years,and the related researches in China are rare.In view of the current research status,this article will carry on researches as follows: Firstly,the paper reviews and analyzes the literatures related to the concept,dimensions,influencing factors and impact results of OCB.And this research provides a new definition of change-oriented organizational citizenship behavior.Moreover,this research also form a new mechanism model of change-oriented organizational citizenship behavior,and explore the mediating role of public service motivation and the moderating role of power distance.At last,the questionnaire method was used to collect the data,and SPSS software and AMOS software were used to test the reliability and validity of the data.Regression analysis was used to verify the series of hypotheses proposed in this study.The results show that: humble leadership significantly enhances civil servant behavior;public service motivation plays an mediating role in the influence of humble leadership on civil servants' change-oriented organizational citizenship behavior,specifically,humble leadership influences civil servants' change-oriented organizational citizenship behavior through public service motivation;power distance plays a moderating role in the relationship between humble leadership and change-oriented organizational citizenship behavior.Specifically,the higher the power distance of civil servants,the greater the impact of humble leadership on change-oriented organizational citizenship behavior.In sum,this study contributes to the development of theory related to organizational citizenship behavior and has some guidance to the development and management of human resources in the public sector.
