Since the land commune movement in China after the implementation of the household contract responsibility system,the agriculture has been greatly developed,which realize the basic well-off China.With the development of economy,the original agricultural production model has not been able to keep up with the process of agricultural modernization,agricultural modernization,become an obstacle to the development of mechanization,in order to solve the problems,the rural land bank came into being.The establishment of land bank helps to increase the agricultural finance financing channels,guide social pooling funds to the agricultural sector,accelerate the transfer of land,so as to promote the industrialization of the agriculture production,promote the realization of agricultural modernization in china.Shaanxi Yangling area is the advanced development of agriculture of China,has a good technical support and preferential policies,mature human resources.In order to achieve long-term development of modern agriculture,2009 Yangling listed the trial operation of the land bank,so far this model has made remarkable achievements in the local,but there are also some shortcomings.This paper mainly conducts empirical research on Yangling land bank first,analyse the research status of domestic and foreign land bank.Secondly,analyze the concept of land banking,land circulation and land bank of land circulation market promotion,finally,through the implementation of the land bank of the Yangling area to conduct research and analysis of the reasons put forward suggestions.The study shows that the land bank does effect on the region's agricultural modernization development,to promote farmers' income,but at this stage,most of the farmers related policies on land bank is not very thorough understanding.Therefore,the land bank to strengthen the policy propaganda,ensuring ample funds to dispel the farmers so that farmers are no longer afraid of menace from the rear,government departments should also be timely to guide the healthy and orderly development of land banking,land protection into safety,to fully stimulate the agricultural policy advantage The autonomy of the people,to improve and perfect the land bank system.
