The current our country allows and encourages farmers to sub-contract land use rights in contracting period, through lease, transfer, joint-stock cooperative and other forms. But the premise of effective circulation is to have a scientific, standardized price system. Only the price of clarity, can make the circulation flow smoothly. But, at present the valuation system of land use rights is not perfected in our country that this threatens to slow down the pace of farmland transfer.The purpose of this study is explores several different pricing methods of Economic prices and its applicable scope and limitations; researches on farmland' s Social security function and its quantitative methods; according to the applicable scope of the various pricing method combined with the actual situation in Yang ling Demonstration Zone ,selects appropriate pricing methods; using the selected methods estimate economic price, old-age security prices, employment security price and medical insurance price, finally get land price; on this basis, puts forward some policy Suggestions for the local government and other relevant department.This paper firstly researched the transfer procedure and models of Agricultural Land Transfer in Yang ling Demonstration Zone, learned Pricing method and basis of Land use rights, main results in Land Transfer, through research and analysis also found some problems in Farmland transfer, such as: risk prevention mechanism is not very sound, land bank's operation is not standard, pricing mechanism is not reasonable, etc, in particularly the Pricing method of Land use rights needs improvement; then based on the classical Land Tax theory as guidance, using income reduction method, insurance law method, lowest life guarantee gold method and medical expenses method , bases on the investigation in Yang ling Demonstration Zone and its surrounding areas determines economic price, old-age security prices, employment security prices and medical security price of Land use rights, get the price of Land use rights in Yang ling Demonstration Zone;finally, put forward some policy suggestions for the local government and other relevant departments.The innovation of this paper maybe is from the actual situation of farmland transfer on micro level, combined with the present situation of Yang ling Demonstration Zone, finds suitable pricing methods of Land use rights; and when estimated Social security prices, introduced the farmland's protection coefficient for farmers, revised Social security prices, the Results More corresponded with the actual conditions of Yang ling Demonstration Zone.
