Study On The Problems And Countermeasures Of Accurate Poverty Alleviation In Da'an City,Jilin Province

Beginning in the 1980 s,according to China's actual national conditions,poverty alleviation and development work was carried out under the impetus of the party and the government and the support of all walks of life.By the end of 2017,the rural poor population in China was 30.46 million,which was lower than the end of the previous year.12.89 million people.It can be seen that the total number of poor people in China is constantly decreasing.However,there are still two years to achieve the goal of comprehensive poverty alleviation in 2020.The task of getting rid of poverty is still facing tremendous pressure and severe challenges.Da'an City in Jilin Province is a county-level city in Jilin Province and a national poverty-stricken county.The situation of carrying out precise poverty alleviation work is very serious.There are some obstacles that restrict the progress and effectiveness of poverty alleviation.Therefore,based on the above background,the author conducts an in-depth study of the current situation and problems of precision poverty alleviation in Da'an City,and explores the countermeasures and suggestions for the problems of precision poverty alleviation work in Da'an City.It is of great significance to complete the task of poverty alleviation on schedule and realize the “cap removal” of poverty-stricken counties.In the overall framework,the thesis is divided into three parts: The first part mainly expounds the purpose,significance,research status at home and abroad and the related theoretical concepts of poverty alleviation,provides a general introduction to the full-text research,and lays a theoretical foundation for the research;Through the interviews with the poverty alleviation related unit departments,township villages,poor households,and field research,the research data was obtained,and the current situation and problems of precision poverty alleviation in Da'an City were analyzed,and the causes of the problems were scientifically analyzed.It is aimed at the problems of precision poverty alleviation in Da'an City.It summarizes and draws on the experience of precision poverty alleviation at home and abroad,and puts forwardpractical countermeasures and suggestions from farmers,government,social organizations and other aspects,and analyzes the possible effects.Through a series of investigations and analysis,four suggestions for the problem are proposed: one is to improve the scientific and precise identification of poor households,to scientifically control the starting point of precision poverty alleviation,and lay the foundation for the next work;The motivation of the households starts from the characteristics of the main body of poverty,and enhances the development ability of the poor households.Third,it forms a pluralistic poverty alleviation model according to the type of poverty,and resolves the contradiction between different poverty types and a single poverty alleviation model.Fourth,improve the mechanism of precise poverty alleviation management.By improving the poverty alleviation work procedures and optimizing the assessment mechanism,the efficiency of poverty alleviation work will be improved.
