The Analysis Of The Causes Of Poverty And The Research On The Countermeasure Of Precise Poverty Alleviation In Gaoping District In Nanchong City

Poverty is a problem that cannot be ignored in the development of human society,and the elimination of poverty is a major governance event of the governments of each country.On the one hand,poverty does not accord with the essential requirement of socialism.On the other hand,poverty may also bring people's psychological imbalance,which will jeopardize the harmony and stability of the whole society.Therefore,how to eliminate poverty quickly and effectively,to avoid the risk of returning-poverty,is the urgent problem of our government.In 2013,when general secretary Xi Jinping visited Xiangxi in Hunan,he made the first important instructions of "seeking truth from facts,adjusting measures to local conditions,classified guidance and precise poverty alleviation".Since then,poverty alleviation in China has entered the stage of precise poverty alleviation.Precise poverty alleviation is a mode which identifying,helping,management of targeted poor precisely with scientific and effective procedures,referring to the environmental characteristics and specific causes of poor families in poor areas.This paper reviews domestic and foreign theories related poverty and poverty governance.This paper will take the two villages A and B,Gaoping district in Nanchong City,to elaboration,analysis verify some of the related theories in some to a certain extent.The outcome will be some support for the theory of the precise poverty governance.At the same time,this paper will analyze causes of the poverty in the two villages through quantitative questionnaire survey,and deeply analyze the needs of the poor with Kano model,to give some steps and ideas of precise poverty alleviation,that is solving the basic problems,focus on the more important ones and then improving the high level needs,to enhance the satisfaction of the government's work ultimately,which may be the specific reference for the local government or agency to make policies for "precise poverty alleviation".
