In recent years,along with the gradual deepening of the Health system reform of national pharmaceutical industry,the continuous implementation of the system of “reform of the camp”and “zero-addition of drugs” has ushered in a major reshuffle in the pharmaceutical circulation industry.Facing the historical opportunities and challenges,the research object of this paper,SG Group,has realized the rapid growth of the company by step by step to develop the whole industry chain,and at the same time contributed wisdom and strength to the development of the industry,and survived and developed for small and medium-sized private pharmaceutical enterprises.Provide valuable experience.However,with the increasing penetration of the diversified strategy,the group did not adjust the management control according to actual needs,but always adhered to the operation-oriented management control.In the process of rapid development,management was out of control.At the same time,Many disadvantages such as unbalanced governance structure,imperfect organizational structure,incomplete financial auditing,and backward corporate culture are also increasingly exposed.These problems have gradually become the limiting factors affecting the rapid and healthy development of SG Group,leading to the ultimate difficulties of enterprises.Therefore,how to design an effective strategic-oriented management and control system for the group based on problem-oriented and accurate pulse-based medicine to ensure the sustainable and healthy development of the group is the key content of this study,and it also has certain practical significance.This paper firstly analyzes the common problems of management control of private enterprises in China,introduces the research background,significance,methods and ideas of the thesis,and forms a macroscopic cognition of the research ideas.Secondly,it reviews the development history and business system of SG Group,and introduces the organization and management foundation of SG Group's management and control system from the aspects of governance structure,organizational structure,internal audit,corporate culture,etc.,and deepens the reasons for the current problems.Analyze,lay the foundation for the optimization design of the management control system in this paper.Then,using the theoretical knowledge of business management,financial management,organizational behavior,human resources management,combined with the results of the SG Group management control status analysis,from the group management control model selection,parent-subsidiary responsibility relationship establishment,strategic control In combination with financial management and control,as well as strategically oriented performance appraisal system and incentive mechanism,the SG Group's strategically oriented management and control system was optimized and feasible recommendations were put forward.Finally,combined with the theoretical knowledge of MBA and the research content of this paper,the shortcomings of the research are pointed out,and the follow-up work is prospected.The strategy-oriented management control system proposed in this paper helps to promote the status quo of extensive management,realize the relative stability of the internal management environment,cultivate the inherent management competitive advantage,and improve the standardization operation efficiency and quality of the enterprise.Promoting the implementation and promotion of the strategic plan will serve as a reference for the development of the private pharmaceutical industry.
