Real estate industry of China has gone through nearly 20 years of development process,in recent years,the development of China's real estate industry is almost crazy,real estate development enterprises between the competition has reached a white-hot degree.With the rise of housing prices,land prices have also been rising,which has brought about a substantial increase in the amount of contracts signed by real estate development enterprises,but at the same time,the profit indicators of real estate development enterprises have been declining year by year.In such a fierce market competition environment,real estate development enterprises need to solve their own survival and development problems.Obviously,if the real estate development enterprises want to develop continuously and steadily,it is not feasible to rely solely on the forecast of the market cycle.In the increasingly fierce market competition environment,"internal success" has become particularly important,and the ability of cost management is one of the internal strengths of real estate enterprises should be cultivated.Relevant data analysis and research show that the early stage of real estate project development is the stage that has the greatest impact on the overall cost of the project,so this paper also focuses on the cost management of the early stage of the project.In this paper,using the basic methods and theories of cost management,on the basis of summarizing the domestic and foreign scholars on the project cost management research results,the HR enterprise pre-cost management theory and practice are discussed.Firstly,this paper discusses the background,purpose and significance of the research,research content,ideas and innovations,and points out the necessity of pre-cost management in real estate development enterprises.Secondly,the relevant concepts and theories of project cost management are summarized and summarized.Mainly on the project cost,project cost management and related research theories are reviewed,emphasizing the importance of real estate project pre-cost management.Thirdly,this paper expounds and analyzes the current situation and existing problems of Y housing project cost management in HR real estate company.This paper mainly introduces the general situation of the company and the project,the current situation of the pre-cost management,as well as the existing problems in the investment research stage and the design stage of the project cost management.At the same time,it analyzes the reasons for the pre-cost management of the Y residential project of HR company,and finds out the direction for further improvement.Thirdly,in view of the problems and causes of Y residential project's early cost management,from the perspective of early cost planning,planning and planning,this paper puts forward corresponding improvement measures for HR real estate company's early cost management.It mainly includes the approval of investment under the headquarters,the convening of the project start-up meeting,the establishment and improvement of real estate project cost database and so on.Then it expounds the implementation and control of project cost management,mainly from two aspects of contract management and dynamic cost management,and makes use of cost monthly report,cost review,forecast and strong control to control and rectify the cost.Then it puts forward the relevant safeguard measures,and verifies the effect of the early cost management improvement measures in the second phase of Y residential project and discovers new problems.Finally,this paper hopes that through the research on the pre-project cost management of HR real estate company,the cost management level of HR real estate company can be promoted to a new height.At the same time,it can provide some reference for other real estate development enterprises to improve their cost management level.
