Research On The Accounting Of Whole Life Cycle PPP

PPP project,the abbreviation of public-private-partnership,is a new type of cooperation about government and social capital.Currently,PPP projects mainly include BOT,ROT,TOT,BOO,MC and O&M models,In CAS,there are only accounting explanation of BOT.In China,PPP projects are in the beginning period,we will face many difficulties in the process of project development,and its accounting problems have become an important topic in the area of PPP projects.Given the different accounting standards applied by government and social capital parties,This paper studies accounting for common PPP projects from the perspective of social capital.The article takes the Bird's Nest project as an example to study the accounting of whole life cycle PPP projects.This paper compares the similarities and differences between Chinese accounting standards and International accounting standards on PPP project.It analyzes the operation process of the Bird's Nest project.From the social capital perspective,the paper takes the proposal in order to work out the problem of Bird's Nest each stage accounting problems.Finally,this paper summarized the accounting recommendations for the generalized PPP project.The research conclusions show that the PPP project accounting should follow the “Enterprise Accounting Standards Interpretation No.2” promulgated by the Ministry of Finance in addition to the IFRIC12 and guide accounting calculations.Firstly,the paper introduces the background,significance and related research trends of the papers in the field of PPP projects at home and abroad.Secondly,the paper defines the concept and theoretical basis of the accounting of the life cycle of the PPP project and the current guidelines for guiding the accounting of PPP projects.Thirdly,the paper introduces to the Bird's Nest project and analysis of accounting issues at various stages.Then the paper proposes to solve the problem of accounting for the life cycle of PPP projects.The finally chapter is the application and promotion of the accounting calculation summary of the Bird's Nest project,and provides a reference for the accounting of the generalized PPP project.This paper summarizes the experience and methods of accounting for PPP projects,and hope that the accounting of PPP projects will be improved.
