Research On Government Behavior In The Protection And Development Of Geographical Indications Products

Geographical indication products are of unique value in terms of economy,culture,society,politics and ecology.Most of the geographical indication products have been approved by the state for protection and development,the economic value has been significantly improved,but the social,cultural,political and ecological value has stalled.The public goods attribute of geographical indication products decides that the active participation of the government is urgently needed in the process of its protection and development.Taking the protection and development of Zhanggang sea mussels as an example,this paper understands the current situation,existing problems and the reasons behind the government's actions in the protection and development of geographical indication products in Changle District,and puts forward some ideas and Countermeasures for improving the government's actions in the protection and development of geographical indication products.Firstly,it clarifies the relevant concepts such as geographical indication products,local governments,government behavior,Zhanggang sea mussels,externality theory,institutional change theory,stakeholder theory and other theoretical basis.Secondly,in the context of the government market,through research,interviews,consulting government work reports and related literature,we found positive and negative aspects of government behavior in Changle District,focusing on the negative side of government behavior,and analyzing the problems behind the negative side of government behavior.In the protection and development of Zhanggang sea mussels,the negative part of Changle District's government behavior includes environmental protection consciousness,long-term planning,understanding of itself and even geographical indication products,understanding of trade associations and supporting incentives.The reasons for this series of problems are as follows:the disputes within the government's administrative authority lead to administrative evasion,the inadequate transformation of the government's functions lead to the absence and offside of the government's behavior,and the "utilitarian achievement view" leads to the government's decision-making difficulties,and the lack of brand awareness leads to the protection and development of geographical indication products to be satisfied with the present situation and stand still.Thirdly,the paper studies the typical practices of the protection and development of Jasmine Tea in Hengxian County of Guangxi Province and Heilongjiang Wuchang Rice,such as the Jasmine Tea Market of "one meeting,one section,one tea city + e-commerce platform" and the establishment of traceability system in Wuchang City to crack down on the false "Wuchang rice".Department.Finally,under the guidance of externality theory,institutional change theory and stakeholder theory,this paper summarizes the measures to improve the government's behavior in the process of the protection and development of geographical indications:first,to lay a solid institutional foundation for the protection and development of geographical indication products;second,to enrich the governance subjects of geographical indication products and strengthen the work of trade associations.The third is to increase investment in research and development of geographical indication products to promote the modernization of production;the fourth is to create geographical indication products brand.In a word,in the protection and development of geographical indication products,the government should clearly orientate itself,change its functions with the times,optimize its behavior,perform its duties,promote its compatibility with local government construction,economic development,environmental protection and cultural inheritance on the basis of protecting geographical indication products.Let geographical indication products be of unique value in terms of economy,culture,society,politics and ecology.
