| This paper studied geographical indications' agricultural products in China, focused on its industrialization, analyzed unique quality attributes, historical and cultural properties, comparative advantage and resource endowment structure of geographical indications' agricultural products, through the method of specification discussion and case studies. Based on this, then, the paper analyzed the strengths, weaknesses, opportunities and challenges during the process of industrial development, discussed the government's role and behavior defined. This paper selected "Ningxia rice", which is geographical indications' agricultural products, as a case study, studied such as system and mechanism, industrial organization, business model, benefits distribution through industrialization. In the last, put forward policy recommendations accordingly.This paper mainly discussed the following aspects: First, analyzed natural factors and human factors which formed the geographical indications' agricultural products, specially emphasized the unique geographical environment and the profound historical and cultural connotations. The author believe that geographical indications' agricultural products have exclusive regional comparative advantage and resource endowment structure, which have the inherent advantages for implementing industrial development. Meanwhile, from the theory of transaction cost and labor division and cooperation, promoting the industrialization of geographical indications' agricultural products will help promote rural economic development and transformation and improve income levels for farmers. Second, analyzed the mechanism of government, enterprises, cooperative organizations of farmers and farmers in the process of industrial development, pointed out that industrial development of geographical indications' agricultural products should be under the guidance of the government, establish enterprises, agricultural cooperatives and farmers symbiotic system, form a benign win-win cooperation mechanisms, in order to promote long-term sustainable and healthy development for geographical indications' agricultural products. Third, used SWOT analysis method, analyzed the stage of industrial development of geographical indications' agricultural products in China, made a comprehensive analysis from the strengths, weaknesses, opportunities and challenges, proposed the development concept: take advantages, change weaknesses, seize opportunities and meet challenges. Fourth, combed the current pattern of agriculture industrialization, for the property rights and interests of geographical indications' agricultural products, proposed the pattern of industrial development for geographical indications' agricultural products should be taken "enterprises + cooperative organizations + base + farmers" ,"enterprises + cooperative organizations + farmers" or"cooperative organizations + farmers". Fifth, the current industrial development of geographical indications' agricultural products in China still in the initial stage, many aspects need government to play a leading role, such as financial resources, scientific research and technology, policies and systems, industrial environment and so on, to promote the industrialization towards a higher degree. Meanwhile, taking into account the wide influence of government currently, the author pointed out that the government's actions should be reasonable definition, in order to prevent rent-seeking and form interest groups, which will damage the fair and transparent environment for the whole industry. Sixth, selected the "Ningxia rice" as an example for case study, "Ningxia rice" is the only one geographical indications' agricultural product which use province as title in China so far, already has a foundation for industrial development, however, many problems still exist. In response to this situation, the author proposed forward-looking policy recommendations.According to the analysis of this paper, the author proposed policy recommendations to promote industrial development of geographical indications' agricultural products in China under the new situation: promote rural economic development and improve the income of the farmers as the fundamental purpose; nurture and strengthen the micro-economic individuals as the main direction; create a good industrial environment as the main task. From policy perspective, the government should foster the development of cooperative organizations of farmers and other agricultural intermediary organizations; further promote the transformation and optimization of government functions; cultivate industry leading enterprises; strengthen fiscal and financial support and research support. |
