Qualitative Evaluation Of VFM In PPP Project Based On AHP- Fuzzy Comprehensive Evaluation Method

Along with increased demand of public resources in our country and the slowdown in economic growth,we have problems of insufficient funds in the development of public utilities,while the application of PPP(Public Private Partnership)mode provides the method to effectively solve the problem of shortage of funds.The project can help the government as soon as possible change the function,construction and urban development,further improve people's lives,meeting the public demand.However,not all are suitable for PPP model.The value for money is a way introduced from abroad to evaluate whether a project is suitable for PPP mode.However in this aspect the research and experience are not enough,and there are many problems to be solved in China.Qualitative evaluation is an important part of VFM.At present,the qualitative evaluation of our country mostly adopts the expert scoring method,which has strong subjectivity and unicity.This dissertation aims to propose a more scientific and effective evaluation method.By comparing the domestic qualitative evaluation methods with foreign,it is found that there are some problems in the qualitative evaluation of our country,such as the imperfect index system,the different evaluation standards,the strong subjectivity of the evaluation method and the lack of science.In view of these problems,based on the foreign mature experience and domestic literature research,the target hierarchy method is used to improve the index system;and the AHP-fuzzy comprehensive evaluation method is applied to the qualitative evaluation of VFM of PPP project to improve the current evaluation method.Finally,taking the vocational education center of FeiCheng as an example,the dissertation proves that the level of VFM is "more favorable",which proves that the project is suitable for PPP model,and the conclusion of this dissertation is consistent with the actual situation.So AHP-fuzzy comprehensive evaluation method can provide a feasible method for the qualitative evaluation of VFM,making the evaluation more scientific and objective.
