With the continuous growth of China's express development index,China's postal express service has also developed rapidly.However,as service quality,safety precaution,labor cost,performance management and other issues highlight,it also exposed its weak links in human resource management.Take Tianjin as an example,the postal staff leaving approval policy was not clear,some agencies had too many workers and some agencies highlighted understaffed,and labor productivity growth slowed down.Enhancing the level of human resource management became an urgent problem in the postal express delivery business.This paper used SWOT analysis to conclude that the enterprise should use SO strategy to strengthen the human resources management system reform and realize the unity of standardization and flexibility,breakthrough system,innovation management thinking.This paper established human resources management quality evaluation index system,using the information entropy and grey correlation method to compare the Tianjin postal express business department of human resources management quality.It was concluded that five departments in human resources management put in much.But in general,the gap with other departments was larger,and the management level needed to be further improved.It constructed new mode of human resource management of postal express service,namely "five forces model" :the comprehensive management assessment ensures the effective and orderly execution of the strategic planning of the organization,which is the supervision force in the realization of the organizational strategy planning.And the management assessment of the management is able to drive the formation of high-efficiency post,and gives rise to an efficient work department.The management assessment is able to drive the formation of high efficiency post,which will lead to an efficient work department.The flexible configuration of department personnel pays attention to and embodies the "peopleoriented",which supports the efficient completion of the post task.The flexible allocation of talents is the premise of effective compensation incentive.When employees agree with their own posts,they can fulfill the tasks by their greatest potential,and finally make the job assessment goes smoothly.By this way,comprehensive management assessment supervision power,efficient job driving force,flexible configuration support,salary incentive driven force work forms a closed loop,and they support the completion of the strategic planning.Finally the paper put forward human resource management countermeasures of ascension for the postal express delivery business,including: to set up a scientific system ofclear organizational strategic planning,to strengthen the construction of comprehensive management evaluation indexes,to set up dynamic management system based on the post value,to formulate staffing plan under constraints of cost and to implement threedimensional performance management and multivariate salary incentive.
