The Technological Catch-up Patterns And Paths Of Telecommunications Industry In China And Korea

With the globalization of the world economy,the technological catch-up in developing countries have faced a more open and changing environment.Due to high investments,rapid innovation and high technological contents in telecommunications industry,technological catch-up phenomenon is more prominent.Samsung,LG in Korea have promoted rapid innovation and technological catch-up,China's telecommunications industry has developed TD-SCDMA and TD-LTE,and gradually promoted their industrialization.This paper selects China and Korea as research objects,according to theories of technological catch-up and standard essential patents,takes the method of comparative analysis and statistical analysis to study technological catch-up patterns and paths based on standard essential patents.Firstly,the development history and current situation of telecommunications industry in China and Korea were analyzed,and technological catch-up patterns were summarized.Secondly,technological capabilities of China and Korea were analyzed,and the performances were compared.Thirdly,Tobit regression was constructed to analyze influencing factors of essential patents quality,and technological catch-up paths were summarized.Finally,the suggestions about technological catch-up were put forward.The main conclusions of this paper are:(1)China's telecommunications industry adopted the "standard-creating" pattern in technological catch-up,while Korea adopted the "standard-integrating" pattern.(2)The technical capability of Korean telecommunications industry is higher,that is,adopting "standard-integrating" pattern has better performance.(3)Strategic factors are more influential than technical factors on the quality of essential patents,meanwhile,number of claims,first claim length,IPC classifications,simple patent family and whether involved in litigation has positive effects on quality of essential patents,and can be used as the paths of technological catch up.
