Research On The Cost Sharing Mechanism Of A Expressway Project Risk PPP Mode

The highway construction project in our country is still developing rapidly,with the deepening of economic reform,the construction of expressway,the financing way is changing dramatically,while the PPP model in the construction,financing and the way there is a big difference.More works began to adopt PPP mode,when the model has been used in engineering the construction of the field of multi recognized.A expressway project is an important project in M province using PPP mode,the construction period is longer,larger scale of investment risk factors is complex and changeable,how to participate in the party reasonable risk allocation is the most important problem for the project.In order to solve this problem,this paper constructs the risk A highway project under the mode of PPP sharing mechanism.First carries on the analysis and collation of the current research situation,and in order to determine the risk sharing theory,then the risk identification of highway A project applied PPP mode analysis method and Delphy method,to determine the risk factors on the basis of this.Combined with the characteristics of A expressway project developed a risk sharing framework and A highway project risk sharing mechanism.Then using Delphi method,AHP and grey decision models share a reasonable risk is constructed in A expressway project,and the government and The proportion of risk sharing orders,reasonable division of risk to bear on both sides,and design the corresponding measures to solve the various risks.Through this research established a complete set of A highway construction project risk sharing mechanism based on PPP model.
