Under the background of building a modern service-oriented government,as an important economic department and executive department of tax law,tax department is been required to implement the strategy of public-oriented service and modern management.To this end,the grassroots tax departments have introduced and implemented the performance management.However,during the process of implementing performance management,the grass-roots tax departments have encountered many obstacles and problems,such as lack of scientific understanding of performance management.It is not difficult to see,in this situation to increase the level of the Tax department performance management issues,not only can improve the existing performance management theory system,but also can effectively improve the level of performance management of the grassroots tax department.Therefore,this paper synthetically uses the literature research method,the questionnaire survey method and the case analysis method,selects the Y County Internal Revenue Bureau as the object carries on the case research,has analyzed the Bureau performance management present situation,has uncovered the existing question,and carries on the cause analysis,finally proposed the performance management system optimization suggestion.There are some problems in the performance management system of the State Taxation Bureau of Y County in five aspects,which are partly due to the lack of modern performance concepts,lack of modern performance concept,the existing performance appraisal system is not sound,not fully play the role of performance communication,the professional level of practitioners is insufficient,etc.On the basis of relevant theory and conclusion,this paper puts forward some suggestions to optimize the performance management of Y County IRS: formulating a reasonable performance plan,giving priority to targeted performance guidance in the implementation process,enhancing the standardization of evaluation through performance management information system,establishing a scientific performance feedback mechanism,rationally using the results of performance management,and strengthening modern performance documents.The construction of the concept,the sustained and effective performance communication,and the creation of a professional performance management team.
