Research On PPP Financing Mode Of Lanzhou Line 3 Urban Rail Transit Project

The PPP(Public Private Partnership,the following as PPP for short)model refers to government agencies and social capital collaborating in a contractual manner to provide products or services to the public.Such cooperation usually takes place in the construction of large-scale urban infrastructure projects,and the basis for cooperation is the signing of concession agreements.In order to ensure smooth cooperation,it is necessary to sign a series of contracts within the framework of the "Agreement" to regulate the responsibilities of the participating parties so as to achieve a win-win situation.To raise funds for the construction of urban rail transit through multiple channels and timely introduce and popularize the PPP model,can allocate social idle funds effectively,reduce the government's fiscal expenditures,ease the government's financial pressures,and increase capital utilization rate in the case of market-oriented operation,so that the fund sources of the urban railroad construction can be multipled,PEST analysis of rail transit industry is also carried out.Based on the above elaboration and analysis,the Lanzhou Government has some advantages in using the PPP model to build Rail Transit Line 3.In the framework of the basic theory of the PPP model,the article takes the Lanzhou Rail Transit Line 3 as an example,taking an overview of the construction of Line 3,that is,the overall planning,construction scale,necessity,financial revenue and expenditure,and problems in the current construction,to analyze the necessity of constructing the No.3 line in PPP mode.Through the qualitative analysis and quantitative analysis,concluded that the PPP mode of No.3 line project is superior to the traditional investment construction mode.Though doing the process analysis based on the analysis of preliminary preparation,process of tendering,project implementation,project handover,combining with the analysis on the business models,financial condition,and risk allocation,formulated a complete implementation plan.Combining with the problems existing in the implementation of the PPP model of the Track 3 line,the proposal was made and the corresponding safeguard measures were listed,which provided new ideas for the construction of rail transit in Lanzhou,and provided a new path for the sustainable development of rail transit in Lanzhou City.
